Participation in and Deliberation of State Affairs

Participation in the deliberation and administration of state affairs is the main function of the People’s Political Consultative Conference. It is also the collective term for the participation of democratic parties, non-Party democrats and other patriots in the country’s political life. The two have different connotations.

The CPPCC’s participation in the deliberation and administration of state affairs is an important form of the CPPCC’s performance of its functions, and it is also an effective way for the Party and government leading organs to listen to the opinions and suggestions of the democratic parties, people’s organizations and people of all ethnic groups and all walks of life participating in the CPPCC, and to do a good job. The CPPCC’s participation in the deliberation and administration of state affairs is to conduct surveys and studies on important issues in politics, economy, culture, and social life and issues of general concern to the people, reflect social conditions and public opinions, conduct consultations and discussions, and put forward opinions and suggestions to the Party and state organs in the form of research reports, proposals, recommendations or other forms. The CPPCC should select comprehensive, overall, and forward-looking topics in economic and social development, conduct in-depth investigations and research, conduct consultation and demonstration, and put forward opinions and suggestions. Party committees and governments at all levels should strengthen the contact and communication with the CPPCC to create good conditions for the CPPCC to participate in the deliberation and administration of state affairs. The basic points for democratic parties and non-Party personages to participate in politics are: participating in the state power, participating in the negotiation of major national policies and the election of national leaders, participating in the administration of state affairs, participating in the formulation and implementation of national policies, laws and regulations. The People’s Congress is an organ for the people of our country to exercise state power, and it is also an important institution for members of the democratic parties and non-Party personages to participate in politics and play a supervisory role. We shall ensure that members of democratic parties and non-Party personages occupy an appropriate proportion among deputies to people's congresses at all levels, members of their standing committees, and members of special committees of the people's congresses, and that an appropriate number of them are members of the leading groups of people's congresses at all levels.

Members of the democratic parties and non-Party personages hold leading positions in the state and the government, which is an important part of the participation of members of the democratic parties and non-Party personages in the deliberation and administration of state affairs. Local governments at or above the county level should select members of democratic parties or non-Party personages to assume leadership positions. Courts and procuratorates at all levels shall gradually select members of democratic parties and non-Party personages who meet the qualifications for appointment to assume leadership positions. Democratic parties can express their opinions and propositions at the CPPCC conference in the name of their own Party, put forward proposals on behalf of their own Party organizations, and independently conduct investigations and research activities. We shall ensure that members of democratic parties and non-Party personages occupy a large proportion in the CPPCC at all levels. The State Council and local governments at all levels convene seminars with the participation of leaders of democratic parties and non-Party personages as necessary to solicit opinions on government work reports to be submitted to the People’s Congress for deliberation, relevant major policy measures, and major construction projects related to the national economy and the people’s livelihood, and to communicate relevant situation of the national economy and social development.

Government counsellors are appointed mainly among members of democratic parties and non-Party personages, giving full play to their role in participating in the deliberation and administration of state affairs, advising on state affairs, and developing united front fellowship. Democratic parties and non-Party personages provide opinions and suggestions through investigations and studies, which is an important form of giving play to their role of participating in the deliberation and administration of state affairs. Party committees and governments at all levels should actively support democratic parties and non-Party personages to conduct organized investigations and studies on overall and strategic issues and may also entrust democratic parties to conduct investigations and studies on related issues. The research results of democratic parties and non-Party personages should be carefully studied and fed back.
