Party Participating in the Government and Political Affairs

All democratic parties in mainland China except for the Communist Party of China, including the Revolutionary Committee of the Chinese Kuomintang, the Chinese Democratic League, the China National Democratic Construction Association, the China Association for Promoting Democracy, the Chinese Peasants and Workers Democratic Party, the China Zhigong Party, the Jiu San Society and the Taiwan Democratic Self-Government League. These democratic parties are political alliances of the socialist laborers, socialist builders and socialist patriots with which they are affiliated. The Communist Party of China is the ruling Party, and the democratic parties are participatory parties. The Communist Party of China and the democratic parties are close allied parties committed to the cause of socialism with Chinese characteristics. These patriotic democratic parties were gradually formed and developed in the struggle against Japan and the dictatorship of Chiang Kai-shek, and they have a long history of cooperation with the Communist Party of China. Responding to the call of the Communist Party of China to convene a new political consultative conference on May 1, 1948, they participated in the Chinese People's Political Consultative Conference in September 1949, and established a political pattern of solidarity and cooperation between the Communist Party of China, all democratic parties and non-Party personages. After the founding of the People’s Republic of China, the Communist Party of China and the democratic parties adhered to and improved the system of multi-Party cooperation and political consultation under the leadership of the Communist Party, and promoted the members of the democratic parties and the people they contacted to participate in various political activities and participate in the struggle against domestic and foreign enemies, and serve the cause of socialist construction.

On June 15, 1979, Deng Xiaoping pointed out in the opening speech of the 2nd Session of the 5th CPPCC National Committee that all the democratic parties in China are political forces serving socialism under the leadership of the Communist Party of China. On December 30, 1989, the CPC Central Committee issued the “Opinions of the Central Committee of the Communist Party of China on Upholding and Improving the Multi-Party Cooperation and Political Consultation System under the Leadership of the Communist Party of China”, reaffirming that the democratic parties are close allied parties cooperating with the Communist Party of China under its leadership, and participatory parties that are committed to the cause of socialism with Chinese characteristics. On February 28, 2005, the “Opinions of the Central Committee of the Communist Party of China on Further Strengthening the Construction of the Multi-Party Cooperation and Political Consultation System under the Leadership of the Communist Party of China” issued by the CPC Central Committee stated: “In the new stage of the new century, the democratic parties are a political alliance consisting of part of the socialist laborers, the builders of the socialist cause, and the patriots who support socialism. They are close allied parties cooperating with the Communist Party of China under its leadership, and participatory parties that are progressive and extensive, and committed to the cause of socialism with Chinese characteristics”.All democratic parties participate in the state power, participate in the negotiation of the country's major policies and the election of national leaders, participate in the administration of national affairs, and participate in the formulation and implementation of national policies, policies, laws and regulations.
