Widespread Entrepreneurship and Innovation
Important propositions put forward by Li Keqiang at the Summer Davos Forum in September 2014. It was pointed out that the adjustment of China's industrial structure “must rely more on scientific and technological progress”, to draw on the wisdom of the masses, give full play to the ingenuity of the Chinese people, and “set off a new wave of ‘mass entrepreneurship’ and ‘grassroot entrepreneurship’ on the land of the 9.6 million square kilometers of China”, fostering a new pattern of “innovation by the people and innovation by all”. In June 2015, the “Opinions of the State Council on Several Policies and Measures for Vigorously Promoting Mass Entrepreneurship and Innovation” was promulgated, clearly stating that the promotion of mass entrepreneurship and innovation is an inevitable choice for cultivating and spawning new driving forces for economic and social development, a fundamental move to expand employment and enrich the people as well as an effective way to stimulate the innovation potential and entrepreneurial vitality of the whole society. Only by continuously expanding the space for mass entrepreneurship and innovation can China's economy maintain medium-to-high-speed growth and move toward the mid-to-high-end level. The proposal of “Mass Entrepreneurship and Innovation” is a summary of the practical experience of domestic and foreign development and the realistic requirements of national development, and conforms to the actual development and innovation trend of the world today. In the context of rapid technological changes, mass entrepreneurship and innovation is of great significance to promoting the adjustment of China’s economic structure, creating a new engine for development, enhancing new development momentum, and taking the path of innovation-driven development.
