We shall deeply integrate the innovative achievements of the Internet with various economic and social fields, promote technological progress, efficiency improvements and organizational changes, enhance the innovation and productivity of the real economy, and form a broader new form of economic and social development with the Internet as the infrastructure and innovative elements. The symbol “+” means joining and merging, but also means upgrading for innovative development. “Internet +” is not only a new way of thinking, but also a new development model, and a new economic form. It is the further development and application of Internet technology in the era of knowledge and information. In November 2014, when Li Keqiang attended the First World Internet Conference, he pointed out that “the Internet is a new tool for mass entrepreneurship and innovation”. The Chinese government attaches great importance to and vigorously supports the development of the Internet, and “will continue to strengthen the construction of network infrastructure and increase the internet penetration”. On March 5, 2015, Li Keqiang proposed in the “Government Work Report” that an “Internet +” action plan should be comprehensively formulated to vigorously promote the integration of the Internet with other industries. As a result, “Internet+” was catching on rapidly. In July 2015, the “Guiding Opinions of the State Council on Actively Promoting the ‘Internet +’ Action” was released, providing guidance on the overall development goals, development ideas, and key actions of the “Internet +”, and proposed to achieve the following overall objective: by 2025, “networked, intelligent, service-oriented, and collaborative ‘Internet +’ industrial ecosystem is basically complete, the new economic form of ‘Internet +’ is initially formed, and ‘Internet +’ becomes an important driving force for economic and social innovation and development”. In December 2015, at the 2nd World Internet Conference, China Internet Development Foundation jointly launched an initiative to establish the “China Internet + Alliance” with Baidu, Alibaba, and Tencent. Promoting the development of “Internet +” is not only conducive to reshaping the innovation system, creating a “dual engine” for mass entrepreneurship, innovation, and increasing public products and public services, but also conducive to adapting to and leading the new normal of economic development, forming new momentum for economic development, and achieving the upgrading of the quality and efficiency of the Chinese economy.
