Party Mass Line Education and Practice Campaign

Education campaign carried out in the whole Party from top to bottom from June 2013 to October 2014, closely focusing on maintaining and developing the advanced nature and purity of the Party, with serving the people, pragmatism and honesty as the theme and in accordance with the general requirements of “seeing oneself in the mirror, correct hats and clothes, cleaning up and treating illness”, which was a major deployment made by the 18th CPC National Congress.

On May 9, 2013, the CPC Central Committee issued the “Opinions of the CPC Central Committee on Deeply Carrying Out A Party Mass Line Education and Practice Campaign”. The “Opinions” made it clear that the Political Bureau of the Central Committee took the lead in carrying out the campaign, which will be carried out in two batches from top to bottom starting from the second half of 2013 and will be basically completed in October 2014. Taking the implementation of the spirit of the “Eight-Point Frugality Code” of the Central Committee as the entry point, highlighting the construction of working style and focusing on solving outstanding problems, the education and practice campaign mainly opposes formalism, bureaucracy, hedonism and extravagance, is focused on leading organs, leading groups and leading cadres at or above the county level. The majority of Party members should generally receive an education in Marxist viewpoint of the masses and the Party's mass line, Party spirit, Party style, Party discipline and moral conduct. The first batch of the campaign was for the leading provincial and ministerial-level organs and vice-provincial-level city organs and their subordinate units, as well as the central management units, which started in June 2013 and was arranged for half a year by and large. The second batch of the campaign, which began in January, 2014 and basically ended in October, 2014, are organs at and below the provincial level and their directly subordinate units and grass-roots organizations. According to the unified arrangement of the Central Committee, the members of the Standing Committee of the Political Bureau of the Central Committee contacted a county in the second batch of education and practice campaign. The main tasks of the campaign included: educating and guiding Party members and cadres to establish the mass viewpoint, carrying forward the good style, solving prominent problems, maintaining the honest and clean nature, further changing the style of cadres, further strengthening the relationship between cadres and the masses, and further establishing the image of being for the people, pragmatic and honest. Overall requirements of the campaign: Adhere to revolve around the center and serve the overall situation, fully implement the tasks and requirements put forward by the 18th CPC National Congress, put the style construction in a prominent position, and gather the powerful force to promote the cause development with the new achievements of the style construction. We should implement the requirements of being for the people, pragmatic and honest, firmly grasp the basic principles, and focus on solving prominent problems.

On October 8, 2014, the Summary Conference of the Party Mass Line Education and Practice Campaign was held in Beijing. Xi Jinping attended the meeting and delivered an important speech, emphasizing that the mass line is the lifeline and fundamental line of work of our Party. In strengthening and improving the Party's style of work, the core issue still remains to maintain a flesh-and-blood ties with the people. In this campaign, the majority of Party members and cadres have been deeply educated by the Marxist mass viewpoint, and the consciousness and firmness of implementing the Party's mass line have been significantly enhanced; formalism, bureaucracy, hedonism and extravagance have been vigorously rectified, and the prominent problems strongly reflected by the masses have been effectively resolved; the recovery and development of the Party's mass line have been effectively carried out, the fine tradition of criticism and self-criticism has been restored and carried forward, the seriousness of Party political life under the new situation has been explored; the system focusing on changing the style of work to the style of work has become more perfect, the system execution and binding force has been strengthened; the crux and difficulties affecting the vital interests of the masses have been broken through, and the ruling foundation of the Party has become more stable. This campaign has won the trust and support of the people, consolidated the ruling foundation of the Party and improved the ability to serve the people, which is of great and far-reaching significance.
