Several Opinions on Adhering to Party Leadership and Strengthening Party Building in Deepening the Reform of State-Owned Enterprises

Revised and adopted at the 13th Meeting of the Central Leading Group for Comprehensively Deepening Reforms chaired by Xi Jinping on June 5, 2015, and issued by the General Office of the CPC Central Committee.

According to the general idea of “Focus on Reform, Highlight Key Points and Gradually Improve”, the “Opinions” consists of eight parts: Part 1 stipulates that we must adhere to the leadership of the Party and strengthen Party building when deepening the reform of state-owned enterprises; Part 2 stipulates to adhere to the principle that the Party manages the cadres and establish a mechanism for selecting and appointing personnel that meets the requirements of the modern enterprise system and the needs of market competition; Part 3 stipulates that the Party organizations in state-owned enterprises should earnestly undertake and implement the responsibility of strict management and self-governance of the Party; Part 4 stipulates to unify strengthening the leadership of the Party and improving corporate governance, and to clarify the legal status of the Party organization in state-owned enterprises in the corporate governance structure; Part 5 stipulates to insist on strict management of leaders of SOEs; Part 6 stipulates to strengthen the leadership of the state-owned capital investment and operation companies to meet the needs of the reform of the system of authorized operation of state-owned capital; Part 7 stipulates to actively advance the Party building work in the mixed ownership enterprises; Part 8 stipulates to strengthen the leadership and guidance of Party building in state-owned enterprises.

The introduction of the “Opinions” is of great strategic and practical significance to strengthen the Party building of state-owned enterprises, ensure the socialist direction of reform and development of state-owned enterprises, enhance the institutional and competitive advantages of state-owned enterprises, and promote state-owned enterprises to become stronger, better and bigger.
