Regulations of the CPC on Safeguarding the Rights of Party Members
The “Regulations of the CPC on Safeguarding the Rights of Party Members”, promulgated and implemented on September 22, 2004, was revised on the basis of the “Regulations of the CPC on Safeguarding the Rights of Party Members” (Trial Implementation) promulgated and implemented in 1995. Included in the Selection and Compilation of Important Documents since the 16th National Congress (Vol. 2).
The purpose of this regulation was to develop intra-Party democracy, improve intra-Party political life, adhere to the principle of democratic centralism, enhance the vitality of the Party, and ensure the normal exercising and inviolability of the rights of Party members.
The “Regulations” has scientifically summarized the practical experience of the CPC in developing intra-Party democracy and guaranteeing the rights of Party members, further clarified the rights enjoyed by Party members, improved the measures which can guaranteeing the exercise of Party members' rights, expand the ways and means for guaranteeing the exercise of Party members' rights, and standardized the duties of Party's organizations and disciplinary inspection organs at all levels to achieve this task, and also defined the duties of Party's organizations, publicity departments and leading cadres at all levels in safeguarding the rights of Party members.
The “Regulations” consists of 5 chapters and 38 articles in total. Chapter 1, "General Provisions", stipulates the purpose of formulating the “Regulations”, the basis for their formulation and the basic principles for safeguarding the rights of Party members; Chapter 2, "Rights of Party Members", stipulates the specific contents of the rights enjoyed by Party members on the basis of the eight rights existing in the Party Constitution; Chapter 3, "Safeguard Measures", stipulates the measures for safeguard the normal exercise of the rights of Party members, and defines certain measures which will benefit and safeguard the rights of Party members from being infringed; Chapter 4, “Accountability", clarifies the duties of four subjects of the Party, such as Party organizations and leading cadres, in safeguarding the rights of Party members; Chapter 5, "Supplementary Provisions", stipulates the interpretation organs and the implementation date of the regulations, and others.
The “Regulations” is a highly important intra-Party regulation of our Party for guaranteeing the rights of Party members. Its promulgation and implementation is an important measure to develop intra-Party democracy, improve intra-Party political life and for strengthening the Party's ruling capacity, it is of great significance to further develop the enthusiasm, initiative and creativity of Party members, and to enhance the Party's creativity, cohesion and combat effectiveness.
