Regulations on the Work of Selecting and Appointing Leading Party and Government Cadres

On January 14, 2014, the CPC Central Committee revised and issued the “Regulations on the Work of Selecting and Appointing Leading Party and Government Cadres” which was for the first time promulgated by the Central Committee in 2002. Included in the Selection and Compilation of Important Documents since the 18th National Congress (Vol. 1).

The “Regulations” consists of 13 chapters and 71 articles in total. The chapters are as follows: General provisions; Promotion and appointment conditions; Motions; Democratic recommendations; Assessment; Discussion and decision; Appointments; Recommendation, nomination and democratic consultation according to the law; Open promotions and competitive appointments; Circulation and avoidance; Dismissal, resignation and demotion; Supplementary provisions.

The “Regulations” adheres to the principle of cadres being administered by the Party, adhered to the standard of good cadres, adheres to deepening the reform of the cadre and personnel system in all respects, adheres to strictly managing cadres, and adheres to building a mechanism that is effective and potent, convenient and easy to use. Its promulgation and implementation reflects the new spirit and new requirements of the central government for the cadre work, it also helped to adhere to the mass line in cadre work, recognition by the masses, fully giving rein to democracy, preventing that persons are simply appointed on the basis of recommendation ballots and marks and improving the cadre assessment work. In particular, the “Regulations” emphasizes to implement good cadre standards of having firm convictions, serving the people, being diligent and pragmatic in government affairs, who dare to take charge, and are honest and clean to the selection and appointment process, which is of great importance in building a high-quality Party and government cadre teams and ensuring the full implementation of the Party's theories, lines, principles and policies and the smooth development of the socialist cause with Chinese characteristics.
