Some Guidelines for the Political Integrity of Leading Cadres of CPC Members for Clean Government

An important basic Party regulation as “Basic Intra-Party Regulations on Regulating the Political Conduct of Party Members and Leading Cadres” issued by the Central Committee of the CPC on January 18, 2010. Included in the Selection and Compilation of Important Documents since the 17th National Congress (Vol. 2). The main contents include the general provisions and three chapters with 18 articles.

The “Guidelines” pointed out that the style of the ruling Party is closely related to the life and death of the Party. To punish corruption resolutely and prevent corruption effectively is an important political task that the Party should always do well.

The General Provisions part of document stipulates that honesty and integrity of Party members and leading cadres is an important guarantee for adhering to the guidance of Deng Xiaoping Theory and the important thought of “Three Represents”, thoroughly implementing the “Scientific Outlook on Development” and comprehensively implementing the Party's line, principles and policies, to uphold the Deng Xiaoping's theory and the important thought of “Three Represents”, in carrying out the scientific outlook on development in depth and to implement the Party's line, principles and policies in an all-round way. It is an important content of strictly administering the Party in the new period and continuously strengthening the construction of the Party's ruling capacity and advanced nature. It is the basic requirement for promoting Reform and Opening-up and socialist modernization. It is an important foundation for correctly exercising power and performing duties.

The “Guidelines” required that the leading cadres of the Party should uphold the lofty ideal of communism and firm belief in socialism with Chinese characteristics, and practice the Socialist core value system; adhere to the fundamental tenet of wholeheartedly serving the people and to building the Party so as to serve for the public good and exercising power for the people; must play an exemplary role amongst the Party members and the people, and exercise self-respect, self-examination, self-caution and self-motivation; must be exemplary in abiding by Party discipline and state laws, being upright and honest, loyal to their duties, exercising their powers correctly, and always maintaining the integrity of their duties; must carry forward the Party's fine working style, seek truth and be pragmatic, work hard and keep close ties with the masses.

In order to promote the honesty and integrity of Party members and leading cadres in politics, we should adhere to the policy of treating both symptoms and root causes, comprehensively administering by both punishment and prevention, and paying more attention to prevention, in accordance with the requirements of establishing and improving the system of punishing and preventing corruption, we should strengthen education, improve the system, strengthen supervision, deepen reform, enforce discipline and adhere to the combination of self-discipline and other measures.

Chapter 1 of the “Guidelines” is the Code of Conduct for Integrity in Administration.

This chapter consists of eight articles. Article 1 is to prohibit the use of power and status of the cadres in a cage so as to avoid them seeking devious and unjust interests. Article 2 is to prohibit against engaging in private profit-making activities. Article 3 is to prohibit the violation of the regulations in respect to management and use of public property, and prohibits abusing of public property for personal interests or embezzlement. Article 4 is to prohibit the selection and appointment of cadres in violation of the regulations.

Article 5 is to prohibit the abuse of authority and influence in office for the benefit of relatives and working staff around them. Article 6 is to prohibit ostentation, extravagance, squandering public money and wastefulness. Article 7 is to prohibit interference in or taking part in market economic activities for personal gains in violation of regulations. Article 8 is to prohibit detachment from reality, falsification, and harming the interests of the masses and damaging the relations between the Party and the masses.

Chapter 2 of the “Guidelines” is “Implementation and Supervision” part, which includes further six articles from Article 9 to Article 14.

Article 9 requires that the Party committees and leading Party groups at all levels to be responsible for the implementation of these “Guidelines”. The principal comrades in charge should take the lead in setting a good example and in abiding by the “Guidelines”, while do a good job in implementing it in their own departments and units in the region. Article 10 requires that Party committees (leading Party groups) at all levels to strengthen the education of Party members and leading cadres in terms of incorruptible engagement in politics, and make the “Guidelines” an important part of the education and training of Party members and leading cadres. Article 11 requires the Party committees (including leading Party groups) at all levels to conscientiously carry out the various systems of intra-Party supervision, through supervision systems such as holding democratic life meetings, circulating notices on important situations, asking for instructions and submitting reports, holding conversations to admonish and encourage, inspections on the spot, reports on personal matters, reports on work and integrity, thus strengthen the implementation of these “Guidelines” for Party members and leading cadres. Article 12 emphasizes the implementation of these “Guidelines” by Party members and leading cadres in the major contents of the responsibility system for Party style and clean government building and the assessments of cadres, and the results of the assessment shall serve as an important basis for the appointment, removal, reward and punishment of cadres. Article 13 requires Party members and leading cadres who violate the “Guidelines” shall, in accordance with the relevant provisions of criticism and education, be subject to organizational treatment or disciplinary action, and those suspected of committing a crime, shall be affixed according to law if a violation constitutes a crime. Article 14 requires that, in carrying out the “Guidelines”, we should adhere to the combination of intra-Party and extra-Party supervision and give full play to the supervisory role of democratic parties, people's organizations, the masses of the people and press and public opinion.

Chapter 3 is the “Supplementary Provisions” part, from Article 15 to Article 18, which includes further four articles. It mainly stipulates that the “Guidelines” shall be applied to Party members and leading cadres at or above the departmental level of the Party, government, mass and public institutions.

The “Guidelines” have played an important role in guaranteeing the incorruptible engagement and integrity of Party members and leading cadres in politics, has established an effective mechanism for regulating and standardizing their political conduct, in promoting their acts according to system and in managing people relying on the system. The “Guidelines” was also of great significance for strengthening the integrity and self-discipline work of leading cadres and cadre building, it has further elevated the level of Party's management and self-governance and for deepening the anti-corruption work and building a clean government.
