Socialist Democratic Politics Under the Government by Law

Since the Reform and Opening-up, the Party and the state have summarized the positive and negative experiences of developing socialist democratic politics, emphasizing that people’s democracy is the life of socialism, insisting on the organic unity of Party leadership, guaranteeing the position of people as the masters of the country, and governing the country by law, strengthening the construction of a socialist democratic political system, and continually promoting the institutionalization, standardization and proceduralization of socialist democratic politics, thus forming a set of political systems that ensure and develop the position of people as the masters of the country. The development of socialist democratic politics is also a part of promoting the modernization of the national governance system and governance capabilities. In 2014, the 4th Plenary Session of the 18th CPC Central Committee established the general goals of building a socialist rule of law system with Chinese characteristics, building a socialist country ruled by law, and comprehensively advancing law-based governance, and made comprehensive deployment and top-level design. It also pointed out: “To take guaranteeing the position of people as the masters of the country as the core, uphold and improve the system of people’s congress, uphold and improve the system of multi-Party cooperation and political consultation under the leadership of the Communist Party of China, the system of ethnic regional autonomy, and the system of grassroots mass autonomy, and promote the rule of law in socialist democracy”. This has pointed out the way forward and clarified the objectives for improving the socialist legal system with Chinese characteristics with the constitution as the core, improving the democratic political system that guarantees the position of people as the masters of the country, and promoting the modernization of the national governance system and governance capabilities under the new historical conditions.
