Regulations on Intra-Party Supervision
Important intra-Party regulations, which were reviewed, adopted and promulgated at the Sixth Plenary Session of the 18th CPC Central Committee on October 27, 2016, and revision of the “Regulations on Intra-Party Supervision” (Trial) promulgated and implemented on December 31, 2003.
The “Regulations” consists of 8 chapters and 47 articles, divided into three main sections. The first chapter is the General Provisions, which constitutes the first section, listing 9 articles, mainly to clarify the purpose and basis of the regulations, and expounds the guiding ideology, basic principles, contents, objects and methods of intra-Party supervision, as well as important issues such as strengthening self-supervision and building an intra-Party supervision system. Chapters 2 to 5 constitute the second section, the main part of the “Regulations”, listing 27 articles, respectively, on the Party's central organization, the Party Committee (Party group), the Party's Discipline Inspection Committee, grass-roots Party organizations and Party members, the supervision responsibilities of the four types of supervision bodies and the corresponding supervision system. Among them, the supervision of the Party's central organization is set up in a separate chapter, which is a breakthrough to the existing “Regulations” and reflects the Party Central Committee leading by example and leading from above. Chapters 6 to 8 constitute the third section, listing 11 articles, respectively, on the combination of internal and external supervision of the Party, rectification and protection, supplementary provisions, etc.
The “Regulations” does not authorize the central ministries and local Party committees to formulate implementation rules, reflecting that the entire Party must be implemented as one, to prevent adaptations and discounts. The “Regulations” clarifies that the task of internal supervision is to ensure the effective implementation of Party rules and regulations throughout the Party, and that the key targets of internal supervision are the Party's leading organs and leading cadres at all levels. The “Regulations” designs the system around responsibility, builds the system around the institutions, strengthens the supervision of the Party organizations at higher levels to the Party organizations at lower levels and leading cadres, so that the responsibility is clear, the main body is clear, the system is useful and effective.
The “Regulations” focus on the weaknesses of Party supervision and makes top-level design for strengthening Party supervision under new conditions, providing basic guidelines for strengthening and regulating Party supervision and forging a new institutional tool for the strict governance of the Party in all respects.
