Several Provisions on Advancing Capacity to Promote and Demote Leading Cadres (Trial)

The “Provisions” has 19 articles. In accordance with the requirements of comprehensively and strictly administering the Party and managing cadres, we have made concrete provisions to solve the problem of whether cadres can be promoted or demoted, standardized work procedures, and established a work responsibility system, which are important guidelines for doing a good job in cadre work in the new period. The promulgation and implementation of the “Provisions” is of great importance to adhering to the principle that the Party should supervise itself and govern the Party strictly, focusing on resolving problems such as those of crooked cadres, incapable cadres and disorderly cadre, and promoting the formation of an employment orientation and a political environment where the capable are promoted, the mediocre are demoted, and the inferior are discarded.
The “Provisions” specify that the term of office system for leading cadres shall be strictly implemented and generally shall not be extended. It increased the accountability of leading cadres, and made clear provisions on the contents, methods and organizational adjustments of accountability.
The “Provisions” require that, in order to implement the requirements of the Central Committee for comprehensive and strict Party governance, we must strictly enforce the Party's political discipline and rules, improve the system of strictly managing cadre teams, and form a mechanism for selecting and appointing people who can be promoted or demoted. This is of great significance for building a contingent of high-quality cadres who have firm faith, serve the people, are assiduous and pragmatic, who dare to take on burdens, are upright, just and clean in governance.
