Organic Law of the Urban Resident Committees of the People's Republic of China
The Eleventh Session of the Standing Committee of the 7th National People's Congress in December 1989 reviewed and adopted the “Organic Law of the Urban Resident Committees of the People's Republic of China”, which was put into force on January 1, 1990. It includes 23 articles in total.
The “Organic Law” makes specific provisions on the nature, duties and tasks, organisational structure, election methods and forms of activities of urban resident committees. It is a law for urban residents to conduct the people's own affairs in accordance with the law and to promote the development of urban grassroots socialist democracy and the construction of urban socialist material, spiritual, social and ecological civilization. Previously, the “Organic Regulations of Urban Resident Committees of the People's Republic of China” was promulgated at the Fourth Session of the Standing Committee of the First National People's Congress on 31 December 1954, and in January 1980, the Standing Committee of the National People's Congress re-published the “Organic Regulations of Urban Resident Committees”.
