Decision of the CPC Central Committee on Enhancing Ties between the Party and the Masses

Adopted at the Sixth Plenary Session of the 13th CPC Central Committee on March 12, 1990. Included in the Selection and Compilation of Important Documents since the 13th National Congress (Vol. 2). The “Decision” enunciates the need to strengthen the Party's ties with the people from nine aspects.

(1) The people are the source of our Party's strength and the foundation of its victory. Whether we can always maintain and develop flesh-and-blood ties with the people is directly related to the rise and fall of the Party and the state. (2) If our Party is to maintain close ties with the people and lead them to victory, the primary issue is that it must ensure that decisions and their implementation are in the interests of the people. (3) Leading cadres at all levels must always go to the grassroots, reach out to the masses and work solidly to put the Party's lines, guidelines and policies into practice. (4) Party committees at all levels, from the central to the local levels, must deepen the reform of the political system, promote the building of socialist democracy and the legal system, and actively unblock and broaden the channels through which the Party can connect with the people. (5) We should unswervingly strengthen the building of clean government, continue to carry forward the spirit of hard work and overcome the negative phenomenon of corruption that exists within the Party. This is a strategic measure to improve relations between the Party and the masses and to ensure that our cause remains invincible. (6) We should strengthen supervision over leading organs and cadres at all levels. We should establish and improve the system of supervision from within and from outside the Party, both top-down and bottom-up. (7) Both the Party's grass-roots organisations and the majority of Party members must reach out to the masses, propagate them, organise them and give full play to their role as fighting bastions and pioneering models. (8) Re-education on the Marxist conception of the masses and the Party's mass line shall be carried out generally and thoroughly within the Party. (9) Party committees at all levels should organise the majority of Party members to study and implement this decision in a spirit of rectification.

The “Decision” summarizes the positive and negative experience in the history of our Party, especially the new experience since Reform and Opening-up, offers rich historical connotations and realistic pertinence, and is both rich in historical connotations and realistic in its target. It is a new overview and development of the Party's mass line, and is of great guiding significance in ensuring the long-term stability of socialism.
