Opinions of the CPC Central Committee on Adhering to and Perfecting the System of Multi-Party Cooperation and Political Consultation under the Leadership of the Communist Party of China

Issued on December 30, 1989, it was formulated by the Central Committee of the Communist Party of China on the basis of a summary of historical experience and extensive consultation with democratic parties in order to uphold and improve the system of multi-Party cooperation and political consultation under the leadership of the Communist Party of China.

The “Opinions” consists of five parts: (1) Strengthening cooperation and consultation between the CPC and the existing democratic parties; (2) Further enhancing the role of members of democratic parties and personages without Party affiliation in the People's Congress; (3) To recommend members of democratic parties and non-Party personages to take leading positions in governments and judicial organs at all levels; (4) Enhancing the role of democratic parties in the CPPCC; (5) To support the democratic and patriotic parties to strengthen their own construction.

The “Opinions” state that the CPC is the leading core of the socialist cause and the ruling Party of the country. The democratic parties are a political alliance of the socialist workers and patriots who support socialism, and are close friends who accept the leadership of the CPC, cooperate fully with the CPC and work together for the cause of socialism, and are parties of participation. The basic policy of cooperation between the CPC and the democratic parties is "long-term coexistence and mutual supervision, treating each other with full sincerity and sharing weal or woe". The basic points for democratic parties to participate in politics are: to participate in the state power, to participate in the consultation of the state's major policies and the selection of state leaders, to participate in the management of state affairs, and to participate in the formulation and implementation of state policies,laws and regulations. The general principles for giving full play to the supervisory role of democratic parties are as follows: on the basis of the Four Cardinal Principles, we should promote democracy, emancipate our minds, encourage and support democratic parties and non-Party personages so that they can put forward opinions, give critique and suggestions on Party and state's policies and various practices, so as to be able to speak without hesitation and dare to uphold correct opinions.
