Strong Marine Country

It refers to a country with strong comprehensive strength in developing, utilizing, protecting and controlling the ocean. Building a maritime power is a goal first proposed in the Report of the 18th CPC National Congress in 2012. The main contents include improving the development capacity of marine resources, developing the marine economy, protecting the marine eco-environment, and resolutely safeguarding national marine rights and interests. In terms of improving the development capacity of marine resources, building a maritime power must focus not only on improving the development capacity of marine resources, but also on optimizing the development pattern of marine resources, coordinating the allocation of land and sea resources, economic layout, environmental remediation and disaster prevention, development intensity and utilization timing, and coordinating near-shore development and off-shore space expansion. In terms of developing the marine economy, we must make it a powerful engine to promote the development of China's national economy, with focus on improving the independent innovation capabilities of marine science and technology, tracking and exploring major scientific issues in the marine field, improving the level of exploration and development of marine resources, and protection of coastal zones and the marine eco-environment, enhancing the research on new technologies for seawater desalination, sea ice desalination and direct utilization of seawater, and further developing deep water oil and gas exploration and safe development technologies with independent intellectual property rights, etc. In terms of protecting the marine eco-environment, it is necessary to actively promote the conservation and utilization of marine resources and the protection of marine eco-environment, and adhere to the planned, intensive, ecological, scientific and legal uses of the ocean.

In terms of safeguarding marine rights and interests, China has made breakthrough progress. A series of powerful measures have been taken to safeguard national marine rights and interests, which have won the support from the broad masses of people, and fully demonstrated the firm determination and resolution of the Chinese government to safeguard sovereignty. The strategic goal of building a maritime power has been incorporated into China's national strategy and building a maritime power has risen to an unprecedented strategic height. This strategic goal is a major decision made by the CPC Central Committee in the decisive stage of building a well-off society in an all-round way. In the process of advancing modernization, China needs to constantly adjust its maritime strategy and accelerate the building of a maritime power. Unlike other countries in the world that plunder and invade the oceans, China has always adhered to the principles of guarding, utilizing and developing its own blue territory, safeguarding national interests, and respecting the public international law as it moves toward the ocean.

The 21st century is the century of the ocean. Oceans are related to national security and long-term development. The world’s major maritime countries regard maritime rights and interests as their core interests, and actively implement a new round of marine economic policies and strategic adjustments. As the second largest economy in the world, China has developed an export-oriented economy that is highly dependent on the ocean. Its dependence on marine resources and space has increased significantly. It also needs to maintain and expand its maritime rights and interests outside the jurisdiction. All this needs to be guaranteed by building a maritime power.
