Beautiful China

It is the ruling concept for leading the future development of China first proposed in the Report of the 18th CPC National Congress in 2012. The Report pointed out: “In the face of the severe situation of tight resource constraints, serious environmental pollution, and degradation of ecosystems, it is necessary to establish an ecological civilization concept that respects nature, conforms to nature, and protects nature, put ecological civilization construction in a prominent position, integrate it into all aspects and the whole process of economic construction, political construction, cultural construction and social construction, strive to build a beautiful China and achieve sustainable development of the Chinese nation.”

The concept of “beautiful China” is the unification of multidisciplinary concepts such as aesthetics, ecology and sociology, a high degree of unification between academic concepts and the concept of governing the state, and also the unification of the trend of the times, the voice of the people and the collective wisdom. It has three basic points: the first is to highlight the construction of ecological civilization; the second is to emphasize the integration of the construction of ecological civilization into economic, political, cultural, and social construction; and the third is the goal of striving for “a better life”. “Beautiful China” is the sum of the beauty of the environment, times, life, society and the people, the unity of the world's vision, the state height, and the perceptions of the people, as well as the unity of Chinese values, Chinese goals, and Chinese roads.

To build a beautiful China, we must adhere to the basic national policy of resource conservation and environmental protection, and adhere to the principles of conservation priority, protection priority, and natural restoration priority; focus on promoting green development, circular development, and low-carbon development, resource conservation and intensive use, promote fundamental changes in the way resources are used, strengthen the whole-process conservation management, greatly reduce the intensity of energy, water and land consumption, improve the utilization efficiency and benefits, develop a circular economy, and promote the reduction, reuse and recycling of production, circulation and consumption processes; form the spatial pattern, industrial structure, production modes, and lifestyles of resource conservation and environmental protection, step up natural ecosystems and environmental protection, reverse the deterioration of the eco-environment from the source, and adhere to prevention first and comprehensive management, focus on solving prominent environmental problems that harm people's health, strengthen pollution prevention and control of water, atmosphere, soil, etc., create a good production and living environment for the people, and contribute to global ecological security; improve the territory spatial development pattern, cherish every inch of land, control development intensity, adjust spatial structure, promote intensive and efficient production space, moderate livable living and beautiful ecological space, and leave more restoration space for nature, more fields for agriculture, and a beautiful home with blue sky, green land and clean water for future generations; strengthen the ecological civilization system construction, incorporate resource consumption, environmental damage, and ecological benefits into the economic and social development evaluation system, and establish a target system, assessment methods, and reward and punishment mechanisms that reflect the requirements of ecological civilization. Ecological civilization is closely connected with beautiful China, and the core of building a beautiful China is to achieve good ecology, economic prosperity, political harmony and the well-being of the people, realize the people's pursuit of “a better life”, and realize the Chinese Dream of the great rejuvenation of the Chinese nation through the ecological, economic, political, cultural and social construction in accordance with the requirements of ecological civilization.
