The New Development Concept

The vision of innovative, coordinated, green, open and inclusive development was put forward in the “Proposals of the Central Committee of the Communist Party of China on Formulating the Thirteenth Five-Year Plan for National Economic and Social Development” adopted by the Fifth Plenary Session of the 18th Central Committee of the Party. The plenary session emphasized that to achieve the development goals during the “Thirteenth Five-Year Plan” period, solve development problems, and build development advantages, we must firmly establish and effectively implement the vision of innovative, coordinated, green, open and inclusive development. This is a profound change related to the overall development of our country. Innovation is the first driving force leading development. Innovation must be placed at the core of the overall development of the country, and innovations in various aspects such as theoretical innovation, institutional innovation, scientific and technological innovation, and cultural innovation must be continuously promoted, so that innovation can permeate all the work of the Party and the country, and let innovation become common practice in the whole society. Coordination is the inherent requirement of sustainable and healthy development. We must firmly grasp the overall layout of the cause of socialism with Chinese characteristics, correctly handle the important relations in development, focus on promoting the coordinated development of urban and rural areas, promote the coordinated development of economy and society, and promote the simultaneous development of new industrialization, informatization, urbanization, and agricultural modernization. While promoting the country’s hard power, we should also focuses on improving the country’s soft power, continuously enhancing the integrity of development. Green is a necessary condition for sustainable development and an important manifestation of people's pursuit of a better life. We must adhere to the basic national policy of conserving resources and protecting the environment, adhere to sustainable development, firmly follow the civilized developmental path of production and development, affluent life, and sound ecology, accelerate the construction of a resource-saving and environment-friendly society, form a modernization new ground of harmonious development between man and nature, promote the construction of a beautiful China, and make new contributions to global ecological security. Opening up is the only way for the country to prosper and develop. We must follow the trend of China’s deep integration of the economy into the world economy, pursue a mutually beneficial and win-win opening strategy, adhere to the coordination of internal and external needs, balance of imports and exports, equal emphasis on bringing in and going out, and simultaneous attraction of capital and technology, develop a higher level of open economy, actively participate in global economic governance and the supply of public products, enhance China’s institutional voice in global economic governance and build a broad community of shared interests. Sharing is the essential requirement of socialism with Chinese characteristics. We must insist on development for the people, by the people, and shared among the people, and make more effective institutional arrangements so that all people can have more senses of gain in joint construction and shared development, strengthening development motivation, enhancing people’s unity, and moving steadily towards common prosperity. Concept is the forerunners of action, and certain development practices are led by certain development concepts. The new development concept of innovative, coordinated, green, open and inclusive development is in line with China’s national conditions and the requirements of the times. It is of great significance in solving development problems and enhancing development motivation and advantages and is related to the overall development of our country. The new development concept is the baton and traffic lights. We must uphold innovation, focus on coordination, advocate greenness, build openness, promote inclusiveness, strive to improve the ability and level of overall planning and implementation of the new development concepts and better lead social development.
