The plenary session pointed out that since the Third Plenary Session of the Eleventh

CPC Central Committee, the line, principles and policies formulated by our Party have been correct, and that the relationship between the Party and the masses and between cadres and the masses were generally good. However, over the years, bureaucratism, subjectivism, formalism, corruption and other corrupt phenomena that are seriously divorced from the masses have grown in some Party organizations and Party members and cadres. Considering the historical and practical experience, the plenary session pointed out that in the future, we must make unremitting efforts to strengthen the Party's ties with the people in seven aspects as follows: (1) Adhere to the mass line and ensure that decisions taken and their enforcement match the interests of the people; (2) Leading cadres at all levels must frequently reach out to the grassroots and to the masses; (3) Persistently strengthen the building of socialist democracy and legal system in the course of deepening the political restructuring, and actively facilitate and broaden the channels through which the Party develops bonds with the people; (4) Unswervingly strengthen the construction of clean government and improve the Party’s work style; (5) Establish and improve the system of supervision; (6) Bring into full play the role of grassroots Party organizations as fighting strongholds and the exemplary role of Party members in mobilizing the masses and organizing and leading them forward; (7) Conduct within the Party extensive and deep-going education on the Marxist point of view concerning the masses (people) so that members can follow the Party's mass line more consciously.

The plenary session demanded that Party organizations at all levels should organize the majority of Party members to conscientiously study and implement the decisions of the Central Committee with the spirit of rectification. All regions and departments should formulate detailed rules for implementation according to their actual conditions and implement them conscientiously. At present, special attention should be paid to effectively solve the problems that the masses are most concerned about and solve the problems we have the conditions to solve, and urge closer relationships between the Party and the masses with practical actions. The Plenary Session stressed that the 1990s will be a crucial decade for China's development, a decade in which we will continue to advance along the path of socialism with Chinese characteristics on the basis of the major achievements of the 1980s and will achieve even greater victories.

All Party comrades, particularly the senior and middle-level cadres of the Party, must resolutely and comprehensively implement the Party’s basic line of "On Central Task, and Two Basic Points", carry out the ideological line of Seeking Truth From Facts and the Mass Line, mobilize all positive factors, unite all the forces that can be united, so as to further improve governance and consolidation, deepen reform, promote the sustained, stable and coordinated development of the national economy, and strive to achieve the strategic goals of China's political, economic and social development in the 1990s. Despite a changeable world situation and the temporary domestic difficulties, China will surely establish itself in an unassailable position provided that no time is lost in attending to domestic affairs, most notably the national economy, said the Plenum.
