Acomponent of the four-pronged comprehensive strategy. Deepening reforms comprehensively is the upgrade of the Reform and Opening-up policy. The root of comprehensively deepening reform lies in "reform", the key lies in "deepening", and the focus is on "comprehensive". Reform and Opening-up is a systematic project, and we must adhere to the comprehensive reform and promote it through the coordination of various reforms.

In November 2013, the “Decision of the Central Committee of the Communist Party of China on Several Major Issues of Comprehensively Deepening Reform”, adopted at the Third Plenary Session of the 18th CPC Central Committee, made overall arrangements for comprehensively deepening reform, pointed out the task, deployed the focus, and made it clear that the general goal was to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and capacity. After the 18th CPC National Congress, Xi Jinping pointed out that Reform and Opening-up is a key move that determines not only the fate of contemporary China but also the achievement of the “Two Centenary Goals” and the great rejuvenation of the Chinese nation, according to the new situation that China's reform had entered a critical period and a deep water zone.

Since the Reform and Opening-up will never end, we should face the special stage of the reform in a critical period and a deep-water zone. If the reform is to “break through the barriers of ideas and interests”, we must “work hard and unswervingly, strengthen our confidence and courage, and dare to gnaw hard bones and wade in dangerous shoals”. Proceeding from the historical experience and practical needs, the Third Plenary Session of the 18th CPC Central Committee made arrangements for comprehensively deepening reform. Only through comprehensively deepening reform, overcoming stubborn chronic diseases and eliminating the drawbacks of systems and mechanisms that restrict development can China's road be wider and wider. To deepen the reform in an all-round way is not a single advance in a certain field or aspect, but a comprehensive and systematic reform with the general goal of perfecting and developing the socialist system with Chinese characteristics and promoting the modernization of the national governance system and ability. We must strengthen the top-level design so that all aspects of reform can be coordinated and form a joint force.

Deepening reform in an all-round way is not to change the socialist system but to advance reform on the road of socialism with Chinese characteristics. We must strengthen political determination and grasp the right direction, and there must be no subversive mistakes on fundamental issues. Comprehensively deepening reform is an important part of the four-pronged comprehensive strategy, and occupies a key position in it. Deepening reform in an all-round way not only provides a strong driving force for building a moderately prosperous society in all respects, but also meets the need of building a comprehensive framework for promoting the rule of law and running the CPC with strict discipline. Under The four-pronged comprehensive strategy, reform is both the driving force and the cohesion; both the method or path and the spiritual core. For building a moderately prosperous society in all respects , reform is not only the constant logic that runs through it, but also the concrete historical practice to achieve this grand goal. The comprehensive framework for promoting the rule of law is a sister chapter that goes hand in hand with the reform. Comprehensively deepening the reform needs the guarantee of the rule of law, and the comprehensive framework for promoting the rule of law also requires to deepen the reform. For exercising full and rigorous governance over the Party, reform is the fundamental way for the Party to purify, improve, innovate and improve itself, while the Party’s leadership is the fundamental guarantee for achieving the goal of reform and development. Only by positioning comprehensively deepening reform in the “four-pronged comprehensive strategy” and grasping it in the coordinates of history and reality, can we deeply understand that the new round of reform should be carried out as a whole in all fields and that comprehensively deepening reform is a powerful driving force for development.
