The Second Plenary Session of the Ninth Central Committee of the Communist Party of China

It was held in Lushan, Jiangxi Province from August 23 to September 6, 1970. The original agenda of the Plenum was to discuss the revision of the Constitution, national economic planning and war preparations. Long before the Plenum, Mao Zedong had already expressed the view that there should have been no state president and no state chairman. But once the Plenum began, Lin Biao spoke first, still insisting on the establishment of the State President, and using the publicity consisting of the viewpoint that "Mao Zedong is a genius" and pointing the finger at Jiang Qing group. Under Ye Qun's prior arrangement, several key members of Lin Biao's group ignored the scheduled agenda of the Plenum, and at the same time, attacked Zhang Chunqiao without naming him in their respective groups according to the main theme of Lin Biao's speech and the quotations on the "theory of innate genius" provided by Chen Boda from classic Marxist writers. The North China group issued the second bulletin that night, which focused on the content of Chen Boda's and others' speeches, causing strong reactions in all groups. Mao Zedong keenly aware of this abnormal situation at the Plenum, organized an expanded meeting of the Standing Committee of the Political Bureau on August 25, decided to immediately stop discussing Lin Biao's speech, withdrew the North China Group No. 2 briefing, and ordered Chen Boda to review it. On the 31st, Mao Zedong wrote "my point of view" and severely criticized Chen Boda. In accordance with Mao Zedong's opinion, the Plenum uncovered and criticized Chen Boda, and also Wu Faxian and others were criticized. Then the Plenum resumed its original agenda on September 6, basically adopting the draft amendments to the Constitution and deciding to recommend to the National People's Congress Standing Committee that the Fourth National People's Congress be convened at an appropriate time; approving the State Council's report on the National Planning Conference and the 1970 National Economic Plan, and approving the Central Military Commission's report on strengthening war preparations. At the closing session, Mao Zedong made a speech emphasizing that all senior cadres should have read Marxist-Leninist works carefully and that the majority should have been united both within and outside the Party. The Second Plenary Session of the Ninth CPC Central Committee, marked by Mao Zedong's "In My Opinion", had actually transformed into a struggle against the conspiracy of Lin Biao's group under Mao Zedong's leadership.
