The Ninth National Congress of the CPC

It was held in Beijing from April 1 to April 24, 1969. The Congress was attended by 1,512 delegates, representing 22 million Party members nationwide. It had three agendas: adopting the Central Political Report, amending the Party Constitution, and electing the Central Committee.

Mao Zedong presided over the opening ceremony and delivered an opening speech. Lin Biao delivered a political report on behalf of the CPC Central Committee. The core content of the political report was to explain the basic content and "great significance" of the so-called "theory of continuing revolution under the dictatorship of the proletariat". On this basis, the political report fully affirmed the “Cultural Revolution”, calling the “Cultural Revolution” a genuine proletarian revolution and a great new contribution to the theory and practice of Marxism-Leninism; it described the entire history of the Party as the history of the struggle between two lines, i.e., the so-called "Marxist-Leninist line of Chairman Mao, against the rightist and 'left' opportunist lines of the Party"; it made the wrong assessment of the situation of Chinese society and the political situation of the Party, and on this basis, proposed the new task of so-called "fight self-interest and repudiate revisionism". The Congress then discussed the political report and the draft amendments to the Party Constitution in groups. In the course of the discussion, the groups, in conjunction with the contents of the documents, engaged in the so-called "fight self-interest and repudiate revisionism", criticizing and attacking some old comrades who attended the Congress and forcing them to make a self-criticism.

The Congress adopted the political report and the draft amendments to the Party Constitution. And this new Party constitution adopted at the Ninth Congress erroneously included the "theory of continuing revolution under the dictatorship of the proletariat" and Lin Biao's "the close comrade-in-arms of Chairman Mao and his successor" in the general outline; distorted the exposition of Mao Zedong Thought; cut out the section on the rights of party members in the original Party Constitution. It also abolished the preparatory period for party members, the Central Secretariat and the Central Supervisory Committee. Then the Congress elected 170 members and 109 alternate members of the Ninth Central Committee, in which a number of cadres and cronies from the two gang systems of Lin Biao and Jiang Qing joined the Central Committee. Only 19% of the original Eighth Central Committee members and alternate Central Committee members were elected.
