The Fourth Plenary Session of the Sixth Central Committee of the CPC (Enlarged)
On January 7, 1931, according to the instruction of the Communist International, the Fourth Plenary Session of the Sixth Central Committee of the CPC was held in Shanghai. A total of 37 people attended the Plenum. The Plenum elected Xiang Zhongfa, Xu Xigen, Luo Dengxian, Ren Bishi and Chen Yu as the five-member presidium. At the meeting, Wang Ming and others, with the support of Miff, put forward a series of false views that were even more “Left” than Li Lisan's adventurous mistakes under the banner of "implementing the international line", "opposing the Li Lisan line" and "opposing conciliationism". They put forward a series of erroneous views that were even more “Left” than Li Lisan's adventurous mistakes.
The Plenum adopted the "Resolutions of the Fourth Plenary Session", "Declaration of the Fourth Plenary Session against the National Convention", "Letter of the Fourth Plenary Session to the Comrades of the Party", "Letter of the Fourth Plenary Session to the Chinese Workers' and Peasants' Red Army", and "Letter of the Fourth Plenary Session to the Revolutionary Soldiers in Prison". The Plenum severely condemned the Li Lisan line and the subsequent "conciliationism" of the Central Committee. The Resolution of the Fourth Plenary Session pointed out that "the leadership of the Communist Party of China, under the dominant position of Comrade Li Lisan's line, has disregarded these instructions of the Communist International and taken the road of risky blindness and anti-Communist International policies." The "Report of the Political Bureau of the Central Committee" states that "the Third Plenary Session came to accept the International Resolution on the basis of a conciliatory position, with the result that the line of the Third Plenary Session became a conciliatory line."
The Plenum pointed out that "the main danger in the Party at present is the rightist tendency", which vigorously approved Wang Ming's "The Two Lines" pamphlet which was in fact a new “Left” dogmatic program. Under the banner of "anti-reconciliation line", the Plenum partially reorganized the Central Committee and the Political Bureau. It removed Li Weihan and He Chang as members of the Central Committee; re-elected Han Lianhui, Wang Jinren, Shen Xianding, Liu Shaoqi, Xia Xi, Chen Shaoyu, Xu Weisan, Shen Zemin, and Zeng Bingchun as nine members of the Central Committee; removed Qu Qiubai, Li Weihan, and Li Lisan as three members of the Polital Bureau; re-elected Xiang Zhongfa, Xiang Ying, Xu Xigen, Zhang Guotao, Chen Yu, Zhou Enlai, Lu Futan, Ren Bishi, and Chen Shaoyu as nine members of the Political Bureau,; Luo Dengxian, Guan Xiangying, Wang Kequan, Liu Shaoqi, Wen Yucheng, Mao Zedong, Gu Shunzhang seven alternate members of the Political Bureau; Xiang Zhongfa, Zhou Enlai, Zhang Guotao three members of the Political Bureau Standing Committee, Xiang Zhongfa as General Secretary.
Through the Fourth Plenary Session of the Sixth Central Committee, Wang Ming and others actually took control of the leadership of the CPC Central Committee. From then on, the “Left” dogmatic line represented by Wang Ming ruled the Party for four years, causing serious damage to the Party and the Chinese Revolution.
