The Twenty-Third Congress of the C.P.S.U.

The Twenty-third Congress of the C.P.S.U. was held in the Bolshoi Theatre, Moscow between March 29 to April 8, 1966. The Congress was attended by 4,619 delegates with deciding votes and 323 delegates with consultative rights, representing 11,673,676 members and 797,403 candidate members of the party. The Congress was attended by delegations from 86 foreign Communist and workers’ parties, as well as from National Democratic and left Socialist parties.

The agenda of the Twenty-third Congress included the Report of the Central Committee of the C.P.S.U. (delivered by L. I. Brezhnev), the report of the Central Auditing Commission of the C.P.S.U. (delivered by N. A. Muraveva), the report on the directives of the Twenty-third Congress of the C.P.S.U. on the five-year plan for the development of the national economy of the USS.R. between 1966-1970 (delivered by A. N. Kosygin) and adopted corresponding resolutions on the above report. The Congress adopted a resolution introducing some changes in the Rules of the C.P.S.U. and a statement on the “Aggression of the USA in Vietnam”. The Congress elected the Central Committee, composed of 5 members and 165 candidate members (Brezhnev was elected General Secretary of the CPC Central Committee), and the Central Auditing Commission, composed of 79 members.
