Campaign to Create the Advanced and Strive for Excellence

Campaign carried out with the main content of creating advanced grass-roots Party organizations and striving to become excellent Party members from April 2010 to November 2012. On April 5, 2010, the General Office of the CPC Central Committee forwarded the "Opinions of the Central Organizational Department and the Central Propaganda Department on Carrying Out an In-depth Campaign to Create the Advanced and Striving for Excellence in the Grass-roots Party Organizations and among Party Members" approved by the Central Leadership.

The "Opinions" pointed out that in order to carry out a campaign to create the advanced and strive for excellence, we should take in-depth study and practice of the “Scientific Outlook on Development” as the theme, insist on proceeding from the actual situation of the local departments and units, reform and innovation, seeking practical results, comprehensively promoting the Party building and other regular work, give full play to the role of grass-roots Party organizations as fighting bastions and the vanguard and exemplary role of Communist Party members, and make contributions in promoting scientific development, promoting social harmony, serving the people and strengthening the building of grass-roots organizations. "Opinions" clearly points out that to establish advanced grass-roots Party organizations we should strive to achieve the "Five Good", namely, good leadership ranks, good Party members team, good working mechanism, good performance and good mass reflection; to strive to be an excellent Communist Party member, we should strive to achieve the "Five Lead", that is, to take the lead in theoretical study and improvement, to take the lead in creating good results, to take the lead in serving the masses, to take the lead in abiding by discipline and law, and to take the lead in promoting good conduct. Specific measures include: Firstly, closely focus on the central work and serve the overall situation of scientific development; Secondly, be close to the actual situation of grass-roots units and determine concrete themes for creation; Thirdly, adhere to classified guidance and design campaign carriers; Fourthly, strengthen public opinion propaganda and give full play to the exemplary and leading role of advanced models; Fifthly, widely attract the participation of the masses, and form a good atmosphere of learning from the advanced, advocating the advanced and striving to be the advanced in the whole society. It was an important deployment made by the 17th CPC National Congress as well as an expansion and extension of activities of learning and practicing the “Scientific Outlook on Development” to carry out an in-depth campaign to create the advanced and strive for excellence in grass-roots Party organizations and among Party members. The campaign to create the advanced and strive for excellence provided new experience and enlightenment for strengthening the Party building. We should adhere to the high unity of advanced thinking and advanced action, and promote the creation of excellence as the value concept and conscious action of the whole Party; adhere to revolve around the center and serving the overall situation, and integrate Party building into the practice of striving for the priority of scientific development and the superiority of creating social harmony; adhere to the value orientation of the satisfaction of the masses, and close the relationship between the Party and the masses, cadres and the masses in doing practical and good things for the masses; adhere to grasping the grassroots and hitting the foundation, and fully stimulate the endogenous motivation of grass-roots Party organizations and Party members; adhere to the principles of within the Party to lead outside the Party and Party members to lead the masses, and constantly enhance the social cohesion, influence and impetus of Party organizations; Adhere to the innovation of systems and mechanisms, and strive to build a long-term mechanisms for excellence, so as to provide a strong institutional guarantee for maintaining and developing the Party's advanced nature.
