The Fifth Plenary Session of the Sixteenth Central Committee of the CPC
Held in Beijing from October 8 to 11, 2005. The Plenary Session listened and discussed the work report made by Hu Jintao entrusted by the Political Bureau of the Central Committee, and reviewed and adopted the “CPC Central Committee's Suggestions for Formulating the Eleventh Five-Year Plan for National Economic and Social Development”. On March 14 of the following year, the Fourth Session of the Tenth National People's Congress approved the "Outline of the Eleventh Five-Year Plan for National Economic and Social Development".
The Plenary Session determined the principles, objectives, guidelines and major tasks to be followed in China’s economic and social development in the next five years. The Plenary Session underlined that the "Eleventh Five-Year Plan" is an important period connecting the past and the future. The Plenary Session pointed out that the formulation of the "Eleventh Five-Year Plan" should be guided by Deng Xiaoping Theory and the important thought of “Three Represents” and fully implement the “Scientific Outlook on Development”.
The “Suggestions” put forward six principles to be adhered to during the "Eleventh Five-Year" period: must maintain stable and rapid economic development; must accelerate the transformation of economic growth; must promote the capacity for independent innovation; must facilitate the coordinated development of urban and rural areas; must strengthen the construction of a harmonious of society; must continue to deepen reform. In accordance with the overall deployment of the 16th Party Congress to build a moderately prosperous society in the first 20 years of the 21st century, the "Suggestions" put forward the main objectives of economic and social development in the "Eleventh Five-Year Plan" period, and emphasized that building a new socialist countryside is a major historical task in the modernization process of China. This was a major decision made by the Party Central Committee to take the overall situation into account, focus on the long term, and keep pace with the times, a strategic initiative that not only benefits hundreds of millions of farmers, but also relates to the long-term stability of the country, and an important mission that the CPC must undertake and accomplish during the critical period of socialist modernization.
