The Seventh Plenary Session of the Twelfth Central Committee of the CPC
It was convened in Beijing on October 20, 1987. The central theme of the Plenary Session was to review the documents prepared for the Thirteenth National Congress of the Party. The Plenary Session was attended by 202 members of the Central Committee, its 122 alternate members; 161 members of the Central Advisory Commission, 121 members of the Central Commission for Discipline Inspection and by 39 releveant comrades.
The Plenary Session discussed and approved the “Report of the Central Committee to the Thirteenth National Congress of the Party” and the “Amendment to Some Articles of the Constitution of the CPC”, and unanimously decided to submit these two documents to the Thirteenth National Congress of the Party for deliberation. The Plenary Session discussed and agreed in principle on the document titled as the “General Concept of Political System Reform” and decided to include the main contents of this document in the “Report of the Central Committee to the Thirteenth National Congress of the Party”. The Plenary Session confirmed the decision of the enlarged Plenary Session of the Political Bureau of the CPC Central Committee on January 16, 1987 to accept Hu Yaobang's request to resign as General Secretary of the Central Committee and the decision to appoint Zhao Ziyang to act as General Secretary of the Central Committee. The Plenary Session also confirmed the decision of the Political Bureau of the CPC Central Committee on July 14, 1987, to remove Shen Tu from his post as a member of the Central Committee.
The 7th Plenary Session of the Twelfth CPC Central Committee consolidated the understanding of strengthening the Party unity and deepening reform, and made adequate preparation and provided the basis for the convening of the Thirteenth National Congress of the CPC.
