White Paper on China's Political Party System

Issued by the State Council Information Office on November 15, 2007. It provides a comprehensive and detailed introduction to the formation, main features and basic connotations of China's political Party system, and comprehensively reflects the development history of China's political Party system and the important role it has played in China's economic and social development.

The “White Paper” consists of 10 parts: Preface; An Inevitable Choice in China's Social Development; A Basic Political System for China; Major Manifestations of Socialist Democracy; Political Consultation in the Multi-Party Cooperation System; Multi-Party Cooperation System and Building of State Power; Multi-Party Cooperation System and the Chinese People's Political Consultative Conference; Multi-Party Cooperation System and Modernization; Conclusion; Appendix.

The “White Paper” points out that the political Party system practiced in China is a multi-Party cooperation and political consultation system under the leadership of the CPC, which is different from both the two-Party or multi-Party competition system in Western countries and the one-Party system practiced in some countries. The formation and development of China's multi-Party cooperation system is an inevitable choice of China's modern history, a product of combining Marxism-Leninism with China's reality, a crystallization of the wisdom of the CPC and the democratic parties, in line with China's national conditions and the reality of China's revolution, construction and reform, in line with the essential requirements of socialist democratic politics, and reflecting the excellent cultural tradition of the Chinese nation of all-embracing and harmony while reserving differences. It has distinctive Chinese characteristics.

The “White Paper” points out that China's multi-Party cooperation system is a major manifestation of socialist democracy, and its values and functions are mainly reflected in political participation, expression of interests, social integration, democratic supervision, and maintenance of stability. Political consultation is an important element of China's multi-Party cooperation system, and political consultation in China's multi-Party cooperation system has taken shape in two basic ways: consultation between the CPC and democratic parties; and consultation between the CPC and democratic parties and representatives from all walks of life at the CPPCC. In the state power, the CPC unites and cooperates with the democratic parties, supports the democratic parties in their role as participating parties, performs the functions of political participation and democratic supervision, and promotes the construction of state power. As a basic political system of the country, China's multi-Party cooperation system has historical inevitability, great creativity and tremendous superiority.
