Working Together to Forge a New Partnership for Win-Win Cooperation and Create a Community of Shared Future for Mankind
Statement by Xi Jinping at the General Debate of the 70th Session of the UN General Assembly, held at the United Nations Headquarters in New York on September 28, 2015. Contained in The Governance of China by Xi Jinping (Vol. 2). The speech pointed out that the United Nations has gone through the test of time over the past seven decades. It has witnessed efforts made by all countries to uphold peace, build homeland and pursue cooperation.
Having reached a new historical starting point, the United Nations needs to address the central issue of how to better promote world peace and development in the 21st century.
The speech stressed that peace, development, equity, justice, democracy and freedom are the common values of all mankind and the lofty goals of the United Nations.
In today’s world, all countries are interdependent and share a common future.
We should renew our commitment to the purposes and principles of the UN Charter, build a new type of international relations featuring win-win cooperation, and create a community of shared future for mankind.
The speech elaborated the concrete propositions of building a win-win cooperation, and create a community of shared future for mankind: Firstly, to build partnerships in which countries treat each other as equals, engage in mutual consultation and show mutual understanding; Secondly, to create a security architecture featuring fairness, justice, joint contribution and shared benefits; Thirdly, promote open, innovative and inclusive development that benefits all; Fourthly, increase inter-civilization exchanges to promote harmony, inclusiveness and respect for differences; Fifthly, to build an ecosystem that puts mother nature and green development first.
The speech pointed out that the over 1.3 billion and more Chinese people are endeavoring to realize the Chinese Dream of great national renewal.
The dream of the Chinese people is closely connected with the dreams of other peoples of the world.
We cannot realize the Chinese Dream without a peaceful international environment, a stable international order and the understanding, support and help from the rest of the world.
The realization of the Chinese Dream will bring more opportunities to other countries and contribute to global peace and development. China will continue to participate in building world peace, and is committed to peaceful development. China will never pursue hegemony, expansion and seek sphere of influence.
China will continue to contribute to global development, we will continue to pursue common development and the win-win strategy of opening up, we are ready to share our development experience and opportunities with other countries and welcome them to board China’s “express train” of development so that all of us will achieve common development.
China will continue to uphold the international order and will stay committed to the path of development through cooperation. China was the first country to put its signature on the UN Charter. We will continue to uphold the international order and system underpinned by the purposes and principles of the UN Charter.
China will continue to stand together with other developing countries. We firmly support greater representation and say of developing countries, especially African countries, in the international governance system. Guiding Remarks for “Proposals of the Central Committee of the CPC on the Thirteenth Five-Year Plan for National Economic and Social Development”
On October 26, 2015, at the Fifth Plenary Session of the 18th Central Committee of the CPC, Xi Jinping made a statement on the drafting the document called “Proposals of the Central Committee of the CPC on the Thirteenth Five-Year Plan for National Economic and Social Development”.

Xi Jinping’s remarks were divided into three parts.
(1) Drafting process of proposals. The speech of Xi Jinping emphasized: the formulation and implementation of the proposals for “Thirteenth Five-Year Plan”, the clarification of the strategic intention of the Party and the state, the clarification of the guiding ideology, basic principles, objectives, requirements, basic concepts and major measures for development, and the description of the national development blueprint for the next five years are related to the coordinated promotion of the strategic layout of building a moderately prosperous society comprehensively, deepening reform comprehensively, ruling the country in accordance with the law and governing the Party strictly comprehensively, as well as related to the sustained and healthy development of China's economy and society and the overall situation of socialist modernization construction. It took 9 months to complete the draft proposal, and fully considered and carefully absorbed opinions and suggestions from all walks of life in the society.
(2) Main considerations and basic framework of the draft proposal. As the First Five-Year Plan in which China's economic development will enter the period of new normal, the “Thirteenth Five-Year Plan” must adapt to the principles of new normal, grasp the new normal and lead the new normal.
Faced with new trends, opportunities, contradictions and new challenges in economic and social development, and in planning economic and social development during the “hirteenth Five-Year Plan” period, new development concepts must be established, and new development concepts should be used to guide development tasks. As the final plan for comprehensively building a well-off society, the “Thirteenth Five-Year Plan” must firmly overcome the shortcomings of building a moderately prosperous society in an all-round way and make more and more efforts to make up for them. The pattern of the draft is divided into three major parts and eight sections.
(3) Several issues that need to be highlighted. The speech remarked on 9 issues including the maintenance of medium-to-high economic growth, the acceleration of the urbanization rate of the household registered population, lifting all rural residents living below the current poverty line out of poverty, removing all caps from poverty-stricken counties, and resolving regional overall poverty, and full implementation of the policy of “one couple, two children”.
