The Party’s Political Construction

The Party's political construction is the inherent requirement of Party building and since it determines the direction and efficacy of Party building, it is the fundamental aspect of Party building. The 19th CPC National Congress made a major innovation in Party building by incorporating the Party's political construction into the overall layout of Party building for the first time, elevating the Party's political construction to the guiding status. Political parties are concentrated representatives of specific class interests and they are political organizations with common political programs, lines and goals. Political attribute is the primary attribute of the political parties. The report to the 19th CPC National Congress put the Party's political construction in the first place when it put forward the general requirement of Party building in the new era, and put forward the idea of "taking the Party's political construction as the guide" to comprehensively promote Party building. It is a brand-new expression. In the new overall layout of Party building determined by the 19th CPC National Congress, the Party's political construction, as the leader and the core, is the most important.

Political construction is the root and soul of other constructions, playing a leading role in other aspects of Party building. Taking a clear political stand is the fundamental requirement the Party must meet as a Marxist Party. We must firmly establish the consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment (four consciousnesses), put the Party’s political construction first, closely follow the Party's political line, strictly observe political discipline and rules, and closely align with the CPC Central Committee in terms of political stance, direction, principle, and path. The primary task of political Party building is to ensure that the whole Party obeys the CPC Central Committee and upholds its authority and centralized, unified leadership.

“Provisions of the Political Bureau of the CPC Central Committee on Strengthening and Maintaining the Centralized and Unified Leadership of the CPC Central Committee” proposes that all comrades of the Political Bureau of the CPC Central Committee must firmly establish the consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment (four consciousness), strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics (four confidences), take the initiative to report major issues to the CPC Central Committee for study, and conscientiously implement the Party Central Committee's decisions and arrangements and timely report important progress in implementation; take the lead in implementing the Party's cadre policy and responsibly recommend cadres to the CPC Central Committee in light of their responsibilities; be loyal and honest to the Party, consciously fight against words and deeds that violating Party constitution, undermining Party discipline, and endangering the centralized leadership of the CPC Central Committee as well as unification, and conscientiously fulfill the responsibilities of comprehensively strengthening Party discipline in the departments, fields or regions in charge; persist in reporting to the CPC Central Committee and the General Secretary in writing every year; strictly abide by the regulations on publicity and reporting.

The Secretariat of the CPC Central Committee and the Discipline Inspection Commission of the CPC Central Committee, the Party Group of the Standing Committee of the National People's Congress, the State Council Party Group, the Party Group of the National Committee of the Chinese People's Political Consultative Conference, the Party Group of the Supreme People's Court, and the Party Group of the Supreme People's Procuratorate must report to the Standing Committee of the Political Bureau of the CPC Central Committee and the Political Bureau of the CPC Central Committee every year. Political discipline is the most fundamental and the most important discipline. Party officials who violate other disciplines violate political discipline first. Political discipline is the key of all disciplines. We must be clear-headed in political orientation, have a clear attitude in political position, and act resolutely in political execution. We must take the fulfillment of obligations to the Party and benefiting the people as a strong political responsibility, turn the achievements of comprehensively strengthening Party discipline and political construction into a powerful driving force for real development. Taking the Party's political construction as the guide to comprehensively strengthen Party building can continuously enhance the Party's political leadership, ideological leadership, mass organization and social appeal, and ensure that the Party will always maintain strong vitality and strong combat effectiveness.
