The Party’s System Building

Summarizing the experience and lessons of the Party's leadership and intra-Party activities, and forming scientific intra-Party rules, regulations that the whole Party must abide by are fundamental, overall, stable and long-term solution to the governing Party building. The Party system is the norm of all kinds of behaviors within the Party. Based on the Party constitution and taking democratic centralism as the core, it is the general name of a whole set of laws and regulations within the Party aimed at improving the Party's leadership system and governing style, maintaining the Party's advanced nature and purity, and enhancing the Party's cohesiveness and combat effectiveness. It includes intra-Party laws, regulations, systems, rules, procedures. Specifically, it covers collective leadership system, Party committee deliberation system, Party committee voting system, Party committee regular meeting system, reporting system, Party organization system, system of contact with the masses, investigation and research system, Party affairs openness system, cadre system, intra-Party supervision system, Party style and clean government construction system.

Since the Reform and Opening-up, the Party has regarded system construction as an important basic construction running through all aspects of the political life of the Party and country, and strives to explore ways to strengthen Party building with the system. The Third Plenary Session of the Eleventh CPC Central Committee decided to strengthen collective leadership of the CPC Central Committee and Party committees at all levels and oppose highlighting individuals. To improve and safeguard the Party's rules and regulations, it also decided to set up the Central Commission for Discipline Inspection.

In August 1980, Deng Xiaoping delivered a speech entitled "On the Reform of the Leadership System of the Party and Country", pointing out that the reform of the leadership system of the Party and country and other systems is to take full advantage of the superiority of socialism and speed up China's modernization. It is a programmatic document to strengthen the Party's system construction. In February 1980, the 5th Plenary Session of the Eleventh CPC Central Committee discussed and adopted the “Code of Conduct for Intra-Party Political Activities”.

The 12th CPC National Congress formulated a new Party constitution. After the improvement of the Party representatives congress from the 13th to the 18th CPC National Congress, the Party constitution has been continuously fulfilled, enriched and developed. The Party’s 3rd generation of collective central leadership with Comrade Jiang Zemin as the core further promoted the Party's system construction in theory and practice. The “Work Regulations of CPC Local Committees (Trial)”, the “CPC Regulations on Disciplinary Punishments (Trial)” and the “Code of Conduct for the CPC Leading Cadres to Perform Official Duties with Integrity (Trial)” were issued. In addition, the “Regulations on the Work of Selecting and Appointing Leading Party and Government Cadres” was modified, and the “Interim Provisions on Strengthening the Management of Organizational Relations of Party Members in the Movement of Party Members” was adopted. The CPC Central Committee with Comrade Hu Jintao as General Secretary took a series of measures to improve the Party's system construction, promulgating the “CPC Regulations on Protecting the Rights of Party Members”, the “CPC Regulations on Intra-Party Supervision (Trial)”, and the “Implementation Outline for Establishing and Improving the System of Punishing and Preventing Corruption with Equal Emphasis on Education”, “System and Supervision, and the 2008-2012 Work Plan for Establishing and Improving the System of Punishing and Preventing Corruption”. In addition, the CPC Central Commission for Discipline Inspection issued the “Code of Conduct for CPC Leading Cadres to Perform Official Duties with Integrity”.

Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as the core has expounded the principle and connotation of system-based Party governance, and pointed out the goal and direction of the Party's system construction.

In May 2013, the “Regulations on the Formulation of CPC Intra-Party Rules and Regulations” and the “CPC Regulations on the Filing of Intra-Party Rules and Normative Documents” were promulgated. Since then, the Party had the “legislative law” within the Party; the “Notice on the Party and Government Organs Stopping the Construction of New Buildings and Offices and Cleaning up Office Buildings”, the “Opinions on Further Regulating the Temporary Overseas of State Workers at the Provincial and Ministerial Levels for Public Affairs”, the “Administrative Measures for Meeting Fees of the CPC Central Committee and State Organs”, the “Opinions of the Ministry of Foreign Affairs, the Foreign Affairs Office of the CPC Central Committee, the Organization Department of the CPC Central Committee and the Ministry of Finance on Further Regulating Party and Government Leading Cadres’ Part-time Job (Service) in Enterprises”, the “Regulations of the Party and Government Organs on Practicing Thrift and Opposing Waste”, the “Notice on Improving the Performance Evaluation of Local Party and Government Leading Groups and Leading Cadres”, the “Regulations on the Administration of Domestic Official Reception of Party and Government Organs”, the “Opinions on Party officials Taking the Lead in Promoting Funeral Reform, the 2013-2017 Work Plan for Establishing and Improving the System of Punishing and Preventing Corruption”, the “Administrative Measures for Temporary Overseas Funds for Public Affairs”, the “Administrative Measures for Foreign Guests Reception Funds of the CPC Central Committee and State Organs”, the “Administrative Measure for Training Fees of the CPC Central Committee and State Organs”, the “Administrative Measure for Travel Expenses of the CPC Central Committee and State Organs”, the “Regulations on the Selection and Appointment of Leading Cadres of the Party and Government”, the “Opinions on Innovating Mass Work Methods to Solve Outstanding Problems Related to Petition”, the “Regulations on Practicing Thrift and Opposing Waste, the Opinions on Improving the System for Party officials' Direct Contact with the Mass”, the “Guiding Opinions on Comprehensively Promoting the Reform of Official Car System”, and the “Reform Plan for Official Car System of the CPC Central Committee and State Organs”; the “Regulations on the Selection and Appointment of Leading Cadres of the Party and Government (Revised)”, the “Regulations on the Work of the CPC United Front (Trial)”, the “Regulations on the Work of the CPC Local Committees” were announced, and the revised “Regulations on CPC Inspection Work”, the “CPC Code of Integrity and Self-discipline”, and the “CPC Regulations on Disciplinary Punishments” were promulgated and implemented. To improve the system for strict management of cadres, a series of rules and regulations on regulating the Party and government leading cadres’ part-time job (service) in enterprises, the spot check and verification of personal related matters, the post management of national government functionary whose spouses have migrated, and leading cadres promotion and demotion.

The “Implementation Plan for Deepening the Reform of the Party's Construction System” puts forward specific reform tasks from deepening the Party's organizational system, cadre and personnel system, grassroots organization construction system, and talent development system and mechanism reform.

With the continuous advancement of the reform of the Party building system, the gradual improvement of a more mature and normative Party building system with complete structure, scientific standardization and effective operation, and the continuous improvement of the system implementation ability, the Party will constantly improve its creativity, cohesion and combat effectiveness, and will better assume its glorious and arduous historic mission and provide a strong political guarantee for Reform and Opening-up and socialist modernization.
