The Scientization Level of the Party Building

In September 2009, the 4th Plenary Session of the 17th CPC Central Committee put forward the requirements of Party building, that is, striving to achieve practical results in guiding Party building with scientific theories, ensuring Party building with scientific systems, promoting Party building with scientific methods, and constantly improving scientific Party building. To guide Party building with scientific theories, it is of vital importance to adhere to Marxism as the fundamental guiding ideology for building the Party and the country, and to guide Party building with the theoretical system of socialism with Chinese characteristics.

To guarantee the Party building with scientific systems, it is of vital importance to strictly follow the law of governing Party building, continuously enhance the rigor and scientificity of the intra-Party activities and Party building system, and promote the scientific, institutionalized and standardized Party building. To promote Party building by scientific methods, it is of vital importance to inherit and develop the successful methods of Party building accumulated by the Party in its long-term practice, and to actively explore the use of modern scientific methods and learn from the beneficial practices of foreign governing Party building, thus continuously improving Party building work.

In November 2012, the 18th CPC National Congress wrote “making Party building more scientific in all respects”, and put forward the general requirements for making Party building more scientific in all respects, including: “one main line”, that is, strengthening the construction of the Party's governing capacity, advancement and purity; the principle of “two upholds”, that is, to uphold emancipating the mind, reforming and innovating and uphold that the Party must supervise its own conduct and run itself with strict discipline; the goal of “three types”, that is to build a learning, service-oriented and innovative Marxist governing Party; the “four capabilities”, that is to enhance the capability of self-purification, self-improvement, self-innovation and self-improvement; the “five major constructions”, that is to comprehensively strengthen the Party's ideological construction, organizational construction, work style construction, anti-corruption construction and system construction.

At the same time, focused on the general requirement of making Party building more scientific in all respects, the report put forward "eight tasks": having full confidence in ideals and firm faith in communism; putting people first, exercising governance for the people and always maintaining close ties with them; vigorously promoting intra-Party democracy and enhancing the Party's creative vitality; deepening reform of the cadre and personnel system and building a contingent of competent key officials for governance; adhering to the principle of the Party exercising leadership over personnel management and attracting outstanding individuals from all over for the cause of the Party and country; promoting community-level Party building in an innovative way and consolidating the organizational foundation for the exercise of governance by the Party; unswervingly combating corruption and preserving the communists' political character of integrity; strictly enforcing Party discipline and willingly upholding centralized leadership of the Party.

On November 17, 2012, Xi Jinping pointed out in the first collective study of the Political Bureau of the 18th CPC Central Committee: facing the new developments, the progress in our cause and the expectation the people have of us, we should comprehensively carry out the great new program of Party building and make Party building more scientific in all respects in an innovative reform-driven manner. Making Party building more scientific in all respects is a new requirement for Party building according to the new changes of the world situation, national conditions and Party conditions. We must accurately grasp and consciously apply the law of Marxist Party building, study new situations, solve new problems, create new experiences, act according to the law of Party building, and continuously achieve tangible results in guiding Party building with scientific theories, safeguarding Party building with scientific systems and promoting Party building with scientific methods.
