The New Great Project of Party Building

It is an important concept brought forth on the 4th Plenary Session of the 14th CPC Central Committee. It mainly contains: the general goal, general task, fundamental requirements and guiding principle of strengthening Party building stipulated in the new period of Reform and Opening-up and socialist modernization, that is, to build the Party into a Marxist Party armed with the theory of socialism with Chinese characteristics, serving the people wholeheartedly, being completely consolidated ideologically, politically and organizationally, being able to withstand various risks and being always in the forefront of the times. The “great new Party-building program” corresponds to the “great Party-building program”. During the New-Democratic Revolution, Mao Zedong first proposed that Party building is a great program in “Introducing The Communist” in October 1939. The “great new Party-building program” inherits and develops from the “great Party-building program” in terms of the general goal and task of Party building. “Introducing The Communist” pointed out that: To win the Chinese revolution, it is urgent to build a Bolshevized Communist Party of China that is nationwide, mass-oriented, and completely consolidated ideologically, politically and organizationally.

The subjective and objective conditions for building such a Party have been generally met, and this great program is also underway. Using the concept of the “great Party-building program” in a targeted and systematic manner, Mao Zedong summarized the general goal and task of Party building during the New-Democratic Revolution. Since the Reform and Opening-up, in the historic process of leading the people to build and develop socialism with Chinese characteristics, the Party has actively explored the questions of “what Party to construct and how to build the Party” in practice and theory, and carried forward the “great new Party-building program” with the times. Deng Xiaoping stressed that we must build the Party into a militant Marxism Party, a powerful central force leading the people throughout the country in their efforts to build a socialist society that is advanced materially and ethically; Jiang Zemin proposed to build the Party into a Marxist Party that can withstand various risks, always be in the forefront of the times, and leads the people throughout the country to build socialism with Chinese characteristics; Hu Jintao proposed to build the Party into a governing Party built for public interests and governing for the people, a governing Party that is scientific, democratic and legal, a governing Party that is pragmatic, pioneering and innovative, diligent, efficient, honest and clean, and in the final analysis, a Marxist governing Party that has always achieved the “Three Represents”, always maintained its advancement and stood the test of various storms; since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as the core has comprehensively promoted the great new Party-building program in the overall goal and task of Party building with the spirit of reform and innovation.

The great Party-building Project is closely related to the great cause of the Chinese people and the Chinese nation led by the Party, that is, realizing national independence and people's liberation, establishing the basic socialist system, and creating, upholding and developing socialism with Chinese characteristics. The great Party-building program must be focused on and serve the great cause led by the Party. We must persist in closely integrating the great new Party-building program with the great cause of promoting Party leadership. At this stage, we must, on the one hand, take serving the great cause of socialism with Chinese characteristics and realizing the Chinese Dream of the rejuvenation of the Chinese nation as the fundamental direction of Party building; and on the other hand always support and guarantee the great new Party-building program with the construction of socialism with Chinese characteristics, and carry on the achievements of the great new Party-building program in all fields of national development, thus ensuring that the Party is always the firm leadership core guiding the cause of Chinese socialism. It is the basic experience of the great Party-building program to correctly grasp the close contact, mutual promotion and complementary interaction between the great Party-building program and the great cause led by the Party . We must ensure that the great new Party-building program is carried out in accordance with the Party's political line, focused on the Party's central task, especially developing the Party's top priority in governing and rejuvenating the country, and strengthened according to the general goal of Party building. We must strengthen Party building in an all-round way with the spirit of reform and innovation, and strive to improve the Party's creativity, cohesion and combat effectiveness, which can not only provide a strong organizational guarantee for the great cause led by the Party, but also improve and strengthen the self-Party building. On October 18, 2017, Xi Jinping pointed out in the report of the 19th CPC National Congress: to realize the great dream, we must build a great program, that is, the great new Party-building program that our Party is advancing.

The great struggle, great program, great cause, and great dream are closely connected, flow seamlessly into each other, and are mutually reinforcing. Among them, the great new Party-building program plays the decisive role. All work to advance this program must go hand in hand with that geared toward the struggle, the cause, and the dream. We must see that as history progresses and the world undergoes profound changes, the Party remains always ahead of the times; that as history progresses and we respond to risks and tests at home and abroad, the Party remains always the backbone of the nation; and that as history progresses and we continue to uphold and develop socialism with Chinese characteristics, the Party remains always a powerful leadership core.
