Resource Re-Cycling and Re-Using System
It refers to an important approach and basic way to deal with the relationship between economic development and resource conservation and realize resource conservation. In November 2012, the Report of the 18th CPC National Congress proposed that by 2020, significant progress will be made in the construction of a resource-saving and environment-friendly society, the layout of the main functional areas will be basically formed, and a resource recycling system will be established. On December 12, 2012, the Executive Meeting of the State Council discussed and approved the “Development Plan for Circular Economy during the ‘Twelfth Five-year Plan’ Period”.
The “Plan” pointed out that the development of circular economy is a major strategic task of China's economic and social development, and an important approach and way to promote the construction of ecological civilization and achieve sustainable development. In the coming period, we must focus on improving the resource output rate, improving the incentive and restraint mechanism, actively building a circular industrial system, promoting the industrialization of renewable resource utilization, promoting green consumption, and accelerating the formation of a resource recycling system that covers the entire society. Constructing a circular industrial system, a circular agricultural system, and a circular service industry system, and carrying out circular economy demonstration actions, are the main goals, key tasks, and safeguards for establishing a resource recycling system. The construction of a circular industrial system refers to comprehensively implementing circular production modes in the industrial field, promoting cleaner production, source reduction, and realizing energy cascade utilization, water resources recycling, waste exchange utilization, and land saving and intensive utilization. The construction of a circular agricultural system refers to promoting resource conservation, clean production processes, industrial link recycling, and waste disposal recycling in the agricultural field, forming a circular agricultural production mode in which agriculture, forestry, animal husbandry, and fisheries coexist, and improving rural eco-environment, and the overall agricultural benefits. The construction of a circular service industry system refers to promoting the development of a circular economy at the social level. It requires improving renewable resources and waste separation and recycling systems, implementing green buildings and green transportation actions, and giving full play to the role of the service industry in guiding the establishment of green low-carbon circular consumption concepts and transformation of consumption patterns.
To carry out circular economy demonstration actions, it is necessary to implement demonstration projects, create demonstration cities, and cultivate demonstration enterprises and parks. The establishment of a resource recycling system is determined by China’s national conditions. China's resources are relatively scarce and the efficiency of resource utilization is relatively low. As China's industrialization and urbanization continue to accelerate, the resource constraints it faces are increasingly strengthened. Only by adhering to the priority of resource conservation, vigorously developing a circular economy, improving the efficiency of comprehensive utilization of resources, and promoting a fundamental change in the way of resource utilization can we effectively alleviate the current resource constraints. At the same time, the large amount of water, air and solid waste pollution is related to the level of resource utilization. Less resource consumption helps reduce pollution emissions and damage to the environment. Therefore, we must take the efficient use of resources and recycling as the core, achieve "reduction, recycling, and reuse" in all aspects of the national economy, build a resource recycling system that covers the entire society, and establish circular industry, agriculture, and service and other modern industrial systems and green consumption modes, and truly embark on the road of circular development with high efficiency, low consumption, and low emissions, and achieve sustainable economic growth with minimum resource consumption and environmental costs, so as to solve contradictions between economic development and eco-environment protection in a fundamental way.
