Culturally Strong Socialist Country

In October 2011, the 6th Plenary Session of the 17th CPC Central Committee put forward the struggle goals in the “Decision of the Central Committee of the Communist Party of China on Deepening the Reform of the Cultural System and Promoting the Development and Prosperity of Socialist Culture”: focus on promoting advanced socialist culture more deeply rooted in the hearts of the people, comprehensively promoting socialist cultural and ideological progress and material progress, continuing to create a new situation where the cultural creative vitality of the whole nation continues to burst, social and cultural life is more colorful, the people's basic cultural rights are better protected, and the people's ideological and moral quality and scientific and cultural quality are comprehensively improved, building a common spiritual home for the Chinese nation and making greater contributions to human civilization. Building a country with a strong socialist culture requires to take the road of socialist cultural development with Chinese characteristics, adhere to the direction of serving the people and socialism, adhere to the policy of letting a hundred flowers blossom and a hundred schools of thought contend, adhere to the principle of being close to reality, close to life, and close to the masses, and promote the all-round development of socialist cultural and ideological progress and material progress, and develop national, scientific, and popular socialist culture oriented towards the modernization, the world, and the future.

The important ideological foundation for building a country with a strong socialist culture is Deng Xiaoping’s thoughts on “grasping both links at the same time and attaching sufficient importance to both” and “doing a good job in promoting both material progress and cultural and ideological progress”. Since the 4th Plenary Session of the 13th CPC Central Committee, all leaders of the CPC Central Committee have made judgments and formed a relatively complete and scientific system of thought and theory of socialist cultural construction with Chinese characteristics.The characteristic of a country with a strong socialist culture is to adhere to the Socialist core value system and Socialist core value. The Socialist core value are the deepest factors that determine the nature and direction of advanced socialist culture, and are an important stabilizer of the country. It condenses the quintessence of advanced socialist culture and is the value expression of the path, theoretical system and system of socialism with Chinese characteristics. As the culture of a country with a strong socialist culture, it is also necessary to use and innovatively develop the rich ideological and moral resources of Chinese excellent traditional culture, improve the moral quality of citizens and enrich the spiritual and cultural life of the people.

We shall promote the program for improving civic morality, promote truth, goodness and beauty, denounce falseness, evil and ugliness, guide people to consciously fulfill legal obligations, social responsibilities, and family responsibilities, create a social atmosphere that laboring is glorious and creation is great, and form a good fashion of knowing honor and disgrace, upholding righteousness, making dedication, and promoting harmony. We shall adhere to the people-centered creative orientation, continuously improve the quality of cultural products, and provide the people with better and more spiritual food. Cultural soft power embodies the overall cultural strength, competitiveness, cohesion and vitality of a country, and reflects a firm grasp of the leadership and voice of ideological work. To build a country with a strong socialist culture, we must liberate and develop cultural productivity, promote academic democracy and artistic democracy, provide the people with a broad cultural stage, and let all the sources of cultural creativity flow fully. The prosperity of a country and a nation is always supported by cultural prosperity. Without the inheritance and development of advanced civilization and the promotion and prosperity of advanced culture, China cannot become a country with a strong socialist culture, and it will be impossible to realize the Chinese Dream for the great rejuvenation of the Chinese nation.
