New Relations Between Industry and Agriculture and Between Urban and Rural Areas
The Eighteenth CPC National Congress proposed new relations between industry and agriculture and between urban and rural areas in which industry promotes agriculture, urban areas support rural development, agriculture and industry benefit each other, and there is integrated urban and rural development.The relationship between workers and farmers is a prominent contradiction restricting China's economic and social development. The Sixteenth CPC National Congress put forward for the first time the strategic conception of coordinating urban and rural economic and social development.The Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China listed the overall planning of urban and rural development as an important part of the Scientific Outlook on Development to be the first of the “five overall plans”, and proposed the establishment of a system that is conducive to gradually changing the dual economic structure of urban and rural areas.
The Seventeenth CPC National Congress further proposed to “form a new pattern of integration of urban and rural economic and social development”, and the idea of comprehensively coordinating urban and rural economic and social development has gradually formed.
The Eighteenth CPC National Congress formulated the basic policies of “industry feeds back agriculture and cities support the countryside” and “giving more, taking less, and letting go”, proposed to speed up the establishment of a long-term mechanism of “promoting agriculture with industry and driving the countryside with cities”, and clearly stated to promote the integrated development of urban and rural areas, forming new relations between industry and agriculture and between urban and rural areas in which industry promotes agriculture, urban areas support rural development, agriculture and industry benefit each other, and there is integrated urban and rural development. The “Decisions of the Central Committee of the Communist Party of China on Several Major Issues of Comprehensively Deepening Reform” passed by the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China further made specific arrangements for improving the integration of urban and rural development systems and mechanisms, and proposed to speed up the construction of a new agricultural management system and grant farmers more property rights, promote equal exchange of urban and rural elements, balanced allocation of public resources, and improving the system and mechanism for the healthy development of urbanization. Adhering to the development direction of urban-rural integration and building a new type of worker-peasant relationship is of great significance and far-reaching influence on the realization of sustained and healthy development of the national economy, social harmony and stability, and the realization of common prosperity for the people.
