All-Round, Coordinated and Sustainable Development

The basic requirements of the Scientific Outlook on Development concept.

Comprehensive development means taking economic construction as the center, comprehensively promoting economic, political, cultural, social, and ecological construction to achieve economic development and social progress. Coordinated development means promoting the coordination of productivity and production relations, of economic foundation and superstructure, and of economic, political, cultural, social, and ecological construction to realize the benign interaction of the various components of the economy and society. Sustainable development is to promote the harmony between man and nature, and to achieve the coordination of economic development with population, resources and environment. Take the road of civilized development featuring development of production, affluent life, and good ecology to ensure sustainable development from generation to generation. Since the founding of the People’s Republic of China, especially since the Reform and Opening-up, the Communist Party of China has put forward corresponding development ideas and development strategies in a timely manner in accordance with changes in historical conditions, situational tasks, opportunities and challenges. From the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China in 1978, when the focus was economic construction, to Deng Xiaoping’s Southern Talks in 1992, when he pointed out to focus on growth and from “development is the first priority” to “the Scientific Outlook on Development”, what is stated clearly is that development is the number one priority, that the core is people-oriented, that the basic requirement is comprehensive, coordinated and sustainable development, and that the fundamental method is unified planning. Adhering to comprehensive, coordinated and sustainable development involves all fields, aspects, and links of economic and social development. We must coordinate reform, development and stability, internal affairs, foreign affairs, national defense, and governance of the Party, country, and military from the overall perspective of socialist modernization. Urban and rural development, regional development, economic and social development, harmonious development between man and nature, domestic development, and opening up to the outside world have to be unified. The interests of all parties should be coordinated to fully mobilize the enthusiasm of all parties, and strive to form a situation in which all people do their best, get what they want, and live in harmony.
