Rural Revitalization Strategy

The 19th CPC National Congress proposed to treat the village as an organic whole, more fully focus on the resources of the village’s industries, ecology, and culture, and pay more attention to the initiative of the village to stimulate the vitality of rural development and establish a more sustainable endogenous growth mechanism. It points out the direction of rural development in the new era, clarifies new ideas for rural development, and is a major strategic change in urban and rural development. The issues of agriculture, rural areas and farmers are a fundamental issues related to the national economy and the people’s livelihood. We must always make the resolution of the “agriculture, rural areas and farmers” issues as the top priority of the Party’s work. We must insist on giving priority to the development of agriculture and rural areas, and in accordance with the general requirements of industrial prosperity, ecological livability, rural civilization, effective governance, and affluent life, establish and improve the urban-rural integration development system, mechanism and policy system, and accelerate the modernization of agriculture and rural areas. Consolidate and improve the basic rural management system, deepen the reform of the rural land system, and improve the system of “separating ownership rights, contract rights, and the right to use contracted rural land”. Maintain a stable and long-term land contract relationship, and extend the land contract for another 30 years after the second round of land contract expires. Deepen the reform of the rural collective property rights system, protect the property rights of farmers, and strengthen the collective economy. Ensure national food security and hold the Chinese people’s food supply firmly in their own hands. Construct a modern agricultural industrial system, production system, and management system, improve the agricultural support and protection system, develop various forms of moderately large-scale operations, cultivate new agricultural management entities, improve the agricultural socialized service system, and realize the organic connection between small farmers and modern agricultural development. Promote the integrated development of primary, secondary and tertiary industries in rural areas, support and encourage farmers to find employment and entrepreneurship, and broaden their channels of income. Strengthen the basic work in rural areas and improve rural governance system that combines autonomy, law and morality. Cultivate a “three dimensional” work team that understands agriculture, loves the countryside, and loves farmers.The proposal of the rural revitalization strategy is of great significance for China to fully build a moderately prosperous society in 2020, basically realize socialist modernization in 2035, and build a prosperous, democratic, civilized, harmonious and beautiful modern socialist country in the middle of this century.
