"Four-Pronged Comprehensive" Strategic Arrangements

The four-pronged comprehensive strategy put forward by the Communist Party of China, that is, building a moderately prosperous society in all respects, comprehensively deepening reforms, comprehensively advancing law-based governance, and exercising full and rigorous governance over the Party, is an important part of the new governance idea, thought and strategy of the Party Central Committee with Comrade Xi Jinping as the core. During his inspection and investigation in Fujian in November 2014, Xi Jinping proposed to “coordinate and promote building a moderately prosperous society in all respects, comprehensively deepening reforms, and comprehensively advancing law-based governance.” In December 2014, Xi Jinping raised the “three-pronged comprehensive” to the “four-pronged comprehensive” during his research in Jiangsu. He pointed out the necessity to “coordinate and promote building a moderately prosperous society in all respects, comprehensively deepening reforms, comprehensively advancing law-based governance, and exercising full and rigorous governance over the Party, and to push reform, opening up, and socialist modernization to a new level.” “Exercising full and rigorous governance over the Party” has been added so that the four-pronged comprehensive strategy has been formed. In February 2015, Xi Jinping focused on the logical relationship of the four-pronged comprehensive strategy for the first time in a special seminar on how to implement the spirit of the fourth Plenary Session of the 18th CPC Central Committee to comprehensively promote the rule of law attended by major leading cadres at the provincial and ministerial level. It showed that the four-pronged comprehensive strategy has become a brand-new governance strategy of the Party Central Committee with Comrade Xi Jinping as the core.

The proposal of the four-pronged comprehensive strategy meets the new requirements of China's development, and is a strategic thinking, planning and deployment which keeps pace with the forefront of the times. The four-pronged comprehensive strategy has both goals and measures, overall situation and focus, and each “comprehensive” is of great strategic significance. In a broader sense, it is a goal-oriented measure. Building a moderately prosperous society in all respects is the goal; comprehensively deepening reforms, comprehensively advancing law-based governance, and exercising full and rigorous governance over the Party are the three major strategic measures, which provide the source of power, legal guarantee and political guarantee for the goal to be specific, each comprehensive is also related to each other.

Building a moderately prosperous society in all respects is a key step to realize the great rejuvenation of the Chinese nation and the strategic goal with a leading position; comprehensively deepening reform and comprehensively law-based governance are of a organic unity and the dynamic system and stable system of China's economic and social development. The two are like the two wings of birds and the two wheels of vehicles, promoting the scheduled realization of building a moderately prosperous society in all respects. Exercising full and rigorous governance over the Party is the key to promoting the four-pronged comprehensive strategy. Building a moderately prosperous society in all respects, comprehensively deepening reforms and comprehensively advancing law-based governance must adhere to the leadership of the Party. The four aspects of the strategy complement and promote each other. They are the major achievement of our Party in promoting the theoretical and practical innovation of socialism with Chinese characteristics. They reflect that our Party's scientific grasp of the ruling law of the Communist Party, the law of socialist construction and the law of the development of human society has reached a new height. They are the theoretical guidance and practical guide for realizing the “two centenary” goals and the great rejuvenation of the Chinese nation.
