The Socialist System with Chinese Characteristics

The general term which includes the political, economics, social, ideological, cultural systems of socialism with Chinese characteristics. The form of government of the People’s Republic of China is that it is a socialist country under the people’s democratic dictatorship led by the working class and based on the alliance of workers and peasants.

The system of socialism with Chinese characteristics consists of the fundamental political system of people’s congresses, such basic political systems as the multiParty cooperation and political consultation under the leadership of the CPC, the system of regional ethnic autonomy, and the system of community-level self-governance, the socialist legal system with Chinese characteristics, the basic economic system with public ownership as the main body and multiple ownership economies developing together, and various specific systems that are based on these systems, such as the economic system, political system, cultural system and social system.

On April 16, 1987, when Deng Xiaoping met with members of the Drafting Committee of the Basic Law of the Hong Kong Special Administrative Region, he said that “our socialist system has our Chinese characteristics”. On July 1, 2011, Hu Jintao officially put forward the proposition of “the system of socialism with Chinese characteristics” in his speech at the celebration of the 90th anniversary of the founding of the Communist Party of China. In November 2012, the report of the 18th CPC National Congress systematically expounded the basic connotation of the system of socialism with Chinese characteristics, and emphasized that it was the fundamental guarantee of socialism with Chinese characteristics. In October 2017, the report of the 19th CPC National Congress pointed out that the greatest advantage of the system of socialism with Chinese characteristics was the Party leadership. The system of socialism with Chinese characteristics has been continuously improved and developed in reform and practice. In February 2014, Xi Jinping pointed out that “Comrade Deng Xiaoping emphasized in his inspection talks in the South in 1992: ‘I am afraid it will take another 30 years for us to form a set of more mature and stereotyped systems in all aspects’.”To this end, we must persist in perfecting the existing system, proceed from reality, and build an institutional system with a complete system, scientific standardization and effective operation, so as to provide institutional guarantee for securing the victory of socialism with Chinese characteristics.
