The New Concept, New Thought, and New Strategy of the Governance of China

A series of innovative achievements were put forward by the CPC Central Committee with Comrade Xi Jinping as the core in respect to the concept, thought and strategy of governing the country. Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as the core has continuously enriched and developed the overall strategy of governing the country, and gradually formulated new governance concepts, ideas and strategies, on the basis of the new situation and new tasks facing China. The new concept of governing the country is rich in connotation, which is mainly reflected in the people-oriented concept and development concept.

The people-oriented concept is mainly reflected in “serving the people”, such as “the people's yearning for a better life is our goal”, “always put the people in the highest position in our hearts”, “adhere to the people-centered development thought”, and “the will of the people is the greatest politics”. The development concept is mainly embodied in “innovation, coordination, greenness, openness and sharing”. This five-aspect development concept is not only the concentrated embodiment of China's development experience since the Reform and Opening-up, but also reflects our Party's new understanding of China's development law. The new idea of governing the country is a systematic development of the concept of governing the country, and its content is very rich. It mainly includes a series of new ideas formed in the new normal of economic development, taking the road of socialist political development with Chinese characteristics, improving the soft power of national culture, promoting social fairness and justice, moving towards a new era of ecological civilization, strengthening national defense and army building, and the community of human destiny.

The new strategy of governing the country mainly includes strategic objectives, strategic layout and strategic guarantee. The strategic goal is to realize the “Two Centenary Goals” and the Chinese Dream of the great rejuvenation of the Chinese nation. The strategic layout is the four-pronged comprehensive strategy, namely, building a moderately prosperous society in all respects, comprehensively deepening reforms, comprehensively advancing law-based governance, and exercising full and rigorous governance over the Party. Strategic guarantee is a guarantee system that includes national security strategy and strong military strategy. The new concepts, ideas and strategies of governing the country are interrelated and organically unified, and are formed on the basis of deepening the understanding of the ruling law of the Communist Party, the law of socialist construction and the law of the development of human society. They provide scientific theoretical guidance and action guidance for deepening Reform and Opening-up and speeding up the construction of socialist modernization under the new historical conditions.
