The Tenth Plenary Session of the Eighth Central Committee of the CPC
It was held in Beijing from September 24 to September 27, 1962. Mao Zedong presided over the Plenum, which was attended by 82 members of the Central Committee and 88 alternate members of the Central Committee. Thirty-three other working comrades from relevant departments of the Central Committee and Party committees of various provinces, cities and autonomous regions also attended the Plenum.
The Plenum affirmed the unity and striving spirit of the Party and the Chinese people in the face of serious difficulties and pointed out that the urgent task of the Party was to continue to implement the general policy of developing the national economy based on agriculture and led by industry, and to make further practical adjustments, consolidation, enrichment and improvement to the national economy. It stressed that the national economic plan must have taken the development of agriculture as the starting point, and the plan must have been arranged in the order of agriculture, light industry and heavy industry; the industrial sectors must have formulated long-term plans to support agriculture; the state should have re-examined the proportion of investment in various sectors of the national economy and increased the investment in agriculture; the state should have levied agricultural taxes and the amount of grain purchased collectively should have been stabilized within a certain period of time; the practical interests of the peasants should have been taken care of in the issue of prices. The Plenum also discussed and adopted the "Opinions on the Further Development of the Agricultural Industry". Furthermore, it discussed and adopted several documents, including the "Decisions on Further Consolidating the Collective Economy of the People's Communes and Developing Agricultural Production" and the "Revised Draft for the Rules Governing Work in the Rural People's Communes"; it discussed and adopted decisions on commercial work. In addition, the Plenum adopted a decision on the planned exchange of leading Party and government cadres at all levels. And it also decided to strengthen the work of the Party's supervisory committees at all levels and co-opted members of the Central Supervisory Committee. The Plenum co-opted Lu Dingyi, Kang Sheng and Luo Ruiqing as Secretaries of the Central Committee and decided to remove Huang Kecheng and Tan Zheng from their posts as Secretaries.
The Plenum erroneously carried out the criticisms of “the dark wind", "the work alone wind" and "the reverse the verdict wind" and reintroduced the class struggle, which had an important negative impact on the work of the Party.
