The Seventh National Congress of the CPC

The Congress that was held from April 23 to June 11, 1945 in Yangjialing Central Auditorium in Yan'an. There were 547 official delegates and 208 alternate delegates attending the Congress. The main task of the Congress was to organize and guarantee the final victory of the whole Chinese people in the War of Resistance and the establishment of a new democratic China.

Mao Zedong presided over the Congress and delivered the opening and closing speeches. He gave a written political report "On Coalition Government", a report on the situation and ideological and political issues and a conclusion on the discussion of the political report and a speech on the election issue. Zhu De gave a military report on "On the Battlefield in the Liberated Areas", Liu Shaoqi gave a report on "On the Revision of the Party Constitution", and Zhou Enlai gave a report on "On the United Front". The Congress accomplished three historic tasks: deciding on the Party line, adopting a new Party constitution, and electing a new Central Committee.

Mao Zedong's political report "On Coalition Government" determined the main agenda of this Congress. The Congress put forward the political line of the Party, namely, "to mobilize the masses and strengthen the people so as to defeat the Japanese aggressors, liberate the entire Chinese people, and establish a new democratic China."

The Congress adopted Liu Shaoqi's report on the revision of the Party constitution and the new party constitution. The new Party constitution clearly stipulated that the CPC should have taken Mao Zedong Thought, the unification of the theory of Marxism-Leninism and the practice of the Chinese revolution, as the guidelines for all its work and oppose any dogmatic or empirical bias. The Seventh Congress established Mao Zedong Thought as the guiding ideology of the Party, thus providing the Party with a solid theoretical basis for unity in thinking and work.

The Congress adopted the "Resolution on the Political Report of the Seventh National Congress of the Communist Party of China", the "Draft Resolution on Military Issues of the Seventh National Congress of the Communist Party of China", and the "Resolution on the Memorial Conference for the Martyrs of the Chinese Revolution" to be held in the name of the Seventh Congress.

The Congress also elected a new Central Committee. It elected the Seventh Central Committee headed by Mao Zedong, of whom 44 were members of the Central Committee and 33 were alternate members of the Central Committee. Thirty members of the Central Political Bureau were elected at the First Plenary Session of the Seventh Central Committee on June 19, and Mao Zedong, Zhu De, Liu Shaoqi, Zhou Enlai and Ren Bishi were elected as Secretaries of the Central Committee, and Mao Zedong was the Chairman of the Central Committee, the Chairman of the Central Political Bureau and the Chairman of the Central Secretariat.

The Congress marked the unprecedented ideological, political and organizational unity and solidarity of the whole Party under the banner of Marxism-Leninism and Mao Zedong Thought. It formulated a correct program and strategy based on the historical experience of more than 20 years of tortuous development of the Chinese democratic revolution, which provided the most reliable guarantee for the victory of the Anti-Japanese War and the victory of the New-Democratic revolution in the whole country.
