The main agenda of the Congress was to discuss the issue of the joining of the Communists to the KMT and establishing a united front of cooperation between the KMT and the Communist Party. Chen Duxiu presided over the Congress and made a working report on behalf of the Second Central Executive Committee. The Congress passed on the instructions of the Communist International on the cooperation between the Communist Party of China and the Communist Party of the Soviet Union, analyzed the necessity of establishing a revolutionary united front and the possibility of transforming the KMT led by Sun Yat-sen into a revolutionary alliance of the workers, peasants, petty bourgeoisie and national bourgeoisie.

The Congress adopted the "Resolution on the Relationship between the Communist Party of China and the KMT" approved by the Executive Committee of the Communist International on January 12, 1923. It also adopted the "Resolution on the National Movement and the Question of the KMT", meant deciding to take the method of Communist Party members joining the KMT in the capacity of individuals to realize the cooperation between the Communist Party of China and the KMT, while maintaining the political, ideological and organizational independence of the Communist Party.

The Congress, finally, adopted the "Manifesto of the Third National Congress of the Communist Party of China" and other documents. The Congress also elected a new central leadership body. Chen Duxiu, Cai Hesen, Li Dazhao, Tan Pingshan, Wang Hebo, Mao Zedong, Zhu Shaolian, Xiang Ying and Luo Zhanglong were elected as the nine members of the Central Executive Committee; Deng Pei, Zhang Lianguang, Xu Meikun, Li Hanjun and Deng Zhongxia were elected as alternate members. Chen Duxiu was elected as the chairman of the Central Executive Committee, Mao Zedong as the secretary and Luo Zhanglong as the accountant, who was responsible for the daily work of the Central Committee.

The strategy of establishing a revolutionary united front with the KMT, as defined by the Congress, facilitated the realization of the first alliance of the Communist Party of China and prepared the ground for the Great Revolution with its dramatic waves.
