He said: "after the question of ownership is basically solved, the most important question is management, that is, how to manage enterprises owned by the whole people and how to manage enterprises owned by collectives, that is, the relationship between people.”
He criticized the Political Economics Textbook of the Soviet Union for its empty words on the relationship between people in labor production, that is, the relationship between people under the socialist system is a "comradeship relationship of mutual assistance and cooperation." He believed that this sentence was correct, but it was not expanded, analyzed and touched on substantive issues.
