The Government System of the New Democracy

It refers to the form of political power formation of the new democratic state. It refers to the form within which a certain social class adopts when organizing the organs of political power, which oppose the enemy and safeguard themselves. Mao Zedong put forward: “should we adopt the parliamentary system or democratic centralism for the organization of state power?” The answer is: “We will employ democratic centralism instead of the bourgeois parliamentary system.” This is because the historical experience has shown that "the parliamentary system that Yuan Shikai and Cao Kun adopted after 1911 has been discredited." At that time, the parliament was nothing but a tool of feudal warlords. "I think we can make such a decision that instead of establishing the bourgeois parliamentary system and the tripartite power system, we should establish the system of people's congresses based on democratic centralism at all levels.”

The People's Congress System which adopts the organizational principle of democratic centralism is inherently related to the fundamental nature of the state system of New China. This system is convenient for the people to exercise their power, participate in state administration and gives full play to their enthusiasm and creativity. The government system of the New-Democratic Republic is the people congresses system which adopts the principle of democratic centralism.
