Decision of the CPC Central Committee on Strengthening and Improving the Building of the Party Style

Adopted at the Sixth Plenary Session of the 15th CPC Central Committee on September 26, 2001. Included in the Selection and Compilation of Important Documents since the 15th National Congress (Vol. 2).

The “Decision” emphasizes the extreme importance and urgency of strengthening and improving of the building of the Party style, stating that the building of work style is an important part of the Party building. The Party's work style is generally good, but there are some urgent problems that need to be solved. The Party style of a ruling Party is related to the image of the Party, to the hearts of the people and to the survival of the Party and the state.

The “Decision” has put forward the guiding ideology and main tasks of strengthening and improving the building of the Party style, and expounded the principle of “Eight Do’s and Eight Don’ts" related to the building of the Party style. It was pointed out that the core issue in strengthening and improving the building of the Party style is to maintain the flesh-and-blood ties between the Party and the people. The building of the Party style is not only a long-term and arduous task, but also an actual and urgent task. The overall requirements should be combined with the phased goals. At present and for a period of time to come, we must grasp the key points and focus on solving outstanding problems in the Party's ideological style, study style, work style, leadership style and cadre's life style. The main tasks will be: to adhere to the principle of emancipating the mind and seeking truth from facts, so as to prevent old ways of doing things and refrain from being contented with things as they are; to uphold the principle of combining theory with practice, and fight against bookishness; to keep in touch with the people, and fight against formalism and bureaucracy; to maintain democratic centralism, and refrain from acting arbitrarily or despotically and prevent laziness; to keep to the Party's disciplinary rules, so as to prevent liberalism; to promote justice and honesty, and to fight against the abuse of power for personal gain; to work hard, and fight against hedonism; and to promote officials according to their ability and merits, so as to prevent unfair and corrupt appointment of officials. The “Decision” emphasized that the whole Party should carry out sound and effective work and implement the “Eight Do’s and Eight Don’ts" in all respects, so as to make new and remarkable progress in the Party's style of work, make new and remarkable improvements in the relationship between the Party and the masses and between cadres and the masses, so that the broad masses will see the effectiveness and increase their confidence.

After more than two decades of Reform and Opening-up, the domestic and international environment in which the Party finds itself and the condition of its ranks have undergone significant changes. The “Decision” focuses on the Party's style construction, which plays a key role in maintaining the advanced nature of Communist Party members, strengthening the people's trust base and building the Party's ruling base.
