Intra-Party Political Culture

The construction of intra-Party political culture is the soul of the Party's political life, an important force for the Party's survival and development, and has a profound influence on the political ecology of the Party. The construction of Party's political culture constitutes, a deep-level and a fundemantal aspect of Party building.

The intra-Party political culture consists of political thoughts, political psychology and political attitudes. The intra-Party political culture is the understanding and recognition of and the attitude towards the overall culture of the Party, including the political position, political ideal, political belief, political emotion, political attitude and political values of Party members and leading cadres deep inside their hearts. In the speech at the 6th Plenary Session of the 18th CPC Central Committee in October 2016, Xi Jinping put forward the concept of intra-Party political culture and expounded the complementary relationship among intra-Party political life, intra-Party political ecology and intra-Party political culture. In his speech at the 7th Plenary Session of the 18th CPC Central Commission for Discipline Inspection in January 2017, he expounded the connotation of intra-Party political culture and further put forward the requirement for strengthening the construction of intra-Party political culture.

Xi Jinping pointed out: "Our intra-Party political culture is guided by Marxism and based on excellent Chinese traditional culture. It is rooted in revolutionary culture and takes advanced socialist culture as the main body, fully embodying the Party spirit". Here, the intra-Party political culture is discussed from three levels: excellent Chinese traditional culture, revolutionary culture and advanced socialist culture. The intra-Party political culture can be positive and healthy, backward and decadent. From the perspective of the main body and mainstream of the Party, the intra-Party political culture is progressive, healthy and advanced, but there are also some negative and wrong contents and even corruption in a certain part and at a certain level. To strengthen the construction of intra-Party political culture, we must make clear which is advanced and healthy, which we should adhere to, promote, absorb and cultivate, which is backward and decadent, which we should clean up, transform, resist and eliminate. The vitality of the Party is based on that the intra-Party political culture maintains healthy development and always be in the forefront of the times. The intra-Party political culture should be constructed from many aspects. Ideological education is the basic way; system construction is the fundamental link; moral cultivation, knowledge learning and cultural edification are important paths.

Xi Jinping emphasized at the 7th Plenary Session of the 18th CPC Central Commission for Discipline Inspection that it is difficult to deepen and hold belief without the foundation and nourishment of excellent Chinese traditional culture, revolutionary culture and advanced socialist culture. Party members and cadres must constantly improve their humanistic qualities and spiritual realm, reject vulgarity and kitsch, be self-disciplined, self-respecting and honest, and always keep the political qualities as a communist. To comprehensively strengthening Party discipline under new circumstances, we must create an advanced, healthy and vibrant intra-Party political culture
