Social Synthesis Governance
Also known as “comprehensive governance of social management”. It refers to a systematic project which should be led by the unified leadership of the Party committees and government, so as to maintain social security, ensure happy life for the people, as well as ensure the smooth progress of socialist modernization through mobilizing and relying on the joint efforts of various departments, units and the people, by comprehensively using political, economic, administrative and legal, cultural, educational and other means, which also aims astrengthening the work of crackdown of illegal acts, prevention of crimes, education, management, construction, transformation, etc., to fundamentally achieve the prevention and management of illegal crimes, while giving full play to the backbone role of the judicial and enforcement departments, especially the public security organs.
The “Constitution of the Communist Party of China” amended by the 14th CPC National Congress in 1992, for the first time, wrote “strengthening the social security comprehensive governance and maintaining long-term social stability” into the general introduction part of the Party constitution as an important task of the CPC.Looking from the perspective of work content, in addition to retaining the original social security comprehensive governance contents, including combating evils and crimes, maintaining public order, and emphasizing control over society, comprehensive social governance also includes how to serve non-public economic organizations, and how to cultivate and promote the development of social organizations, which of course, includes effective governance of the Internet.
The main goal of comprehensive social governance is to achieve social stability, order and gradually reduce major malignant cases and multiple cases, significantly reduce social evils, completely transform the appearance of chaotic areas and units, maintain good public order, and make the masses have sense of security. The scope of comprehensive social governance includes six aspects: “crackdown, prevention, education, management, construction, and transformation”. The basic policy of comprehensive social governance is: combining prevention with prevention, focusing on prevention, combining the efforts of specialists and the masses, relying on the masses, addressing both symptoms and root causes, and focusing on addressing the root causes. The establishment and implementation of the policy of comprehensive social governance is also a tortuous and gradually deepening process by constantly overcoming and correcting various one-sided understandings and wrong views.
