Going out Strategy

In 2000, the Central Committee of the Communist Party of China made a close combination of “bringing in” and “going out”, making better use of both domestic and foreign resources and two markets, and seizing the initiative in participating in international competition and fighting the “proactive battle”. Our country’s opening to the outside world started with “bringing in”. Since the Reform and Opening-up, our country’s comprehensive national strength has increased significantly, and certain comparative advantages have been formed in technology, production, management, talent, etc. Using these advantages to implement the opening strategy of going global, the basic conditions are already in place. Grasp the right opportunity to implement the “going out” strategy, closely combining “bringing in” and “going out”, and making better use of both domestic and foreign resources and markets. This is the only way for us to grasp the initiative and fight the “proactive battle” in participating in international competition. The opening strategy of going global is an inevitable requirement for our country to actively participate in international competition and strive to have the initiative. The main ways are: overseas processing and trade, foreign contracted projects and labor cooperation, foreign aid, etc.

There are a wide range of areas for going global, including products, technology, equipment, capital, personnel, etc., and we must actively go global, and enterprises going global is the key. The implementation of the strategy of going global and opening up further enhanced the vitality of our state-owned enterprises, promoted the sustainable and rapid development of the national economy, and enhanced our country’s international competitiveness. In 2015, the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China put forward the major concept of “innovative, coordinated, green, open and inclusive development”. The concept of “open development” enriches and expands the opening strategy of going out. In October 2013, in his speech at the APEC Leaders’ Meeting, Xi Jinping proposed to “promote the formation of an open development pattern featuring policy coordination, growth interconnection, and interest integration in the Asia-Pacific region”. In November 2014, he emphasized at the eighth meeting of the Central Finance and Economics Leading Group, “After more than 30 years of Reform and Opening-up, China’s economy is undergoing a major transformation from only importing to the combination of importing and going out. A new situation of deep integration of the ‘three heads’ of the market, resources and energy, and investment has emerged. Only by persisting in opening up and integrating deeply into the world economy can we achieve sustainable development.” In October 2015, he pointed out at the 27th collective study session of the Political Bureau of the Central Committee that “the reform of the global governance system is at a historical turning point” and that we must “promote the development of the global governance system in a more just and reasonable direction, and contribute to the development our country and the peace of the work by creating more favorable conditions”.

The report of the 19th CPC National Congress stated, “Promote the formation of a new pattern of full opening up. Opening up brings progress, but cutting off from the outside world will inevitably lag behind. China’s door to the world will not close, instead, it will only open wider. It is necessary to focus on the construction of the ‘Belt and Road’, adhere to the equal emphasis on bringing in and going out, follow the principle of joint consultation, joint construction and sharing, strengthen open cooperation in innovation capabilities, and form an open pattern of land-sea interconnection and east-west mutual assistance.” The formulation of an opening strategy for going global has enriched the connotation of our country’s opening to the outside world and developing an open economy. It is also a strategic plan for our country to open up, develop an open economy, and improve the level of opening up with a more active attitude.
